BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 5, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the August 29, 2023 regular meeting. Mr. Rody seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-Sagamore Parkway Trail Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Sagamore Parkway Trail. Publications are set to run on September 15 & 22, 2023 with the bid opening set for October 10, 2023. Mr. Grenard gave the Board a brief description of the project. Discussion ensued. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Supplement #2-S. 9th Street Reconstruction from Brick N Wood to Veterans Memorial Parkway Mr. Grenard presented to the Board and recommended approval of Supplement #2 for the S. 9th Street Reconstruction from Brick N Wood to Veterans Memorial Parkway with Butler, Fairman & Seufert. The supplement is in the amount of $67,820.00 which brings the revised contract amount to $826,330.00. The supplement includes preliminary staking of the proposed right-of-way for property owners adjacent to the roadway, right-of-way engineering for additional parcels; and design of a mid-block crosswalk near Southernview Drive. Discussion ensued. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Parks Department Permission to Advertise-Columbian Park Zoo Commissary Building Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Permission to Advertise for the Columbian Park Zoo Commissary Building. Publications are set to run on September 8 & 15, 2023 with the bid opening set for September 26, 2023. Mrs. Laufman gave the Board a brief description of the project. Discussion ensued. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Board of Public Works and Safety September 5, 2023 Page 2 Change Order #2-McCaw Park Dog Park and Restroom Building Project Mrs. Laufman presented to the Board and recommended approval of Change Order #2 for the McCaw Park Dog Park and Restroom Building Project with J.R. Kelly Company. The change order is an increase in the amount of $63,868.00 which brings the revised contract amount to $2,697,593.00. The change order includes subgrade stabilization to approximately 30% of parking lot, installation of footers and steel archway sign at dog park entrance; and changes needed to support utility 3 phase service to bathroom building. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Lafayette Renew Contract with Greeley and Hansen-Collection System Hydraulic Capacity Study Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract with Greeley and Hansen, LLC for the Collection System Hydraulic Capacity Study. The contract includes a study to develop solutions to improve drainage in the areas near North 24th Street and Underwood, as well as South 12th Street and King Street. The study will review existing conditions; develop and compare alternatives utilizing the existing collection system model; and provide a technical memorandum with recommended plan for capital improvement projects to mitigate flooding in these locations, while considering how changes in the collection system impact both the Combined Sewer Overflow Long Term Control Pan and anticipated future sewage flow increases. The contract is in a not-to-exceed amount of $40,450.00. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $982,693.62. President Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Home for Dogs Fundraiser Charlie Shook, Event Representative, presented to the Board and recommended approval of a Special Event Request for Home for Dogs Fundraiser that will be held on September 30, 2023 from 8:00am-2:00pm located on N. 5th Street from Ferry Street to the end of the Coldwell Banker Shook Building. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
