BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 11, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 11, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Eric Rody, Ron Shriner and Amy Moulton. Jacque Chosnek, City Attorney, was present at the meeting. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the February 4, 2025 regular meeting. Mrs. Murray seconded. Passed. Heath Street Concrete Project (9th Street to 13th Street) This being the time set to open bids for the Heath Street Concrete Project (9th Street to 13th Street) and the following bids were received and opened: Dixon Construction Lafayette, Indiana Base Bid: $131,518.00 Case Construction Lafayette, Indiana Base Bid: $150,700.00 Mr. Shriner moved to take the bids under advisement for further review. Passed. Board of Public Works and Safety February 11, 2025 Page 3 BIDS UNDER ADVISEMENT Structure Demolition-11 N. 13th Street (Re-Bid) President Henriott stated that this item will remain under advisement. NEW BUSINESS Parks Department Change Order #2-McCaw Park, Phase 2 Multi Use Trails and Pickleball Courts Project Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change Order #2 for McCaw Park Phase 2 Multi Use Trails and Pickleball Courts Project with JR Kelly Company. Mrs. Laufman stated that there were a few changes to the project that required extra work to be perform. The change order includes the installation of concrete pads for bleacher seating near the ballfields, changes to the walk paths near the ballfield dugouts, and additional gates were added to the pickleball court fencing. The change order is an increase in the amount of $14,940.00 which brings the revised contract amount to $2,924,950.00. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Water Works Change Order #4-Glick Wellfield Improvements Project Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of Change Order #4 for the Glick Wellfield Improvements Project with Reynolds Construction. Mr. Moore stated that the change order includes additional new piping and fittings necessary to eliminate multiple joints in the existing piping where future leaks may occur and the removal of an existing chlorine injection manhole that will no longer be used within the length of exiting piping that will be replaced. The change order is an increase in the amount not- to-exceed $80,974.28 which brings the revised contract amount to $4,569,284.21. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Change Order #1-Water Service Line Potholing Project Mr. Moore presented to the Board and recommended approval of Change Order #1 for the Water Service Line Potholing Project with National Industrial Maintenance. The change order adjusts the contract price to account for final quantities completes by the contractor through the end of 2024. Mr. Moore stated that additional potholes were needed to complete the lead service line investigative work in preparation for the physical replacement construction. The change order is an increase in the amount of $86,126.00 which brings the revised contract amount to $504,451.00. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Contract with NV Grant Service, LLC for Monitoring and Compliance of Federal Labor Standards Provisions for SRF-Funded Project Mr. Moore presented to the Board and recommended approval of a Contract with NV Grant Service, LLC for Monitoring and Compliance of Federal Labor Standards Provisions for SRF-Funded Project. The contract allows NV Grant Services to oversee the monitoring and compliance of Federal Labor Standards Provisions for SRF- Board of Public Works and Safety February 11, 2025 Page 4 Funded Project for the Lead Service Replacement Project. Mr. Moore stated that the contract is in the amount of $4,000.00. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. MISCELLANEOUS Declaration of Surplus Property-Street/Sanitation Departments Jeremy Diehl, Controller, presented to the Board and recommended approval of a Declaration of Surplus Property for the Street/Sanitation Departments for a 2001 Sterling LT7500 VIN#2FZHATAK51AH30645 City ID#2182 and a 2001 Sterling LT7501 VIN#2FZNRJBB4YAB15996 City ID#2081. Mr. Diehl stated that these items will be traded in on an upcoming purchase. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. CLAIMS Mr. Diehl presented for Board approval of Claims in the amount of $6,357,259.98. Mrs. Murray asked a question on Page 25 regarding the Lafayette Housing Authority invoice for 2024 Wellness Incentives for LHA Employees. Mr. Diehl confirmed that these were the payouts for the LHA Employees for the Wellness Incentive for 2024. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Central Catholic 5k for Mental Health Melanie Davis, Event Representative, introduced two Central Catholic Bring Change to Mind club leaders that will present to the Board. Jackson Cain (Vice President) and Will Fabian (Treasurer) presented to the Board and recommended approval of a Special Event Request for Central Catholic 5k for Mental Health to be held on April 27, 2025 from 5:00pm-6:30pm located on S. 9th Street from Teal Road to Beck Lane, Beck Lane from 9th Street to Bennett Road. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Special Event Request-Walk to End Alzheimer’s Lucy Hauser, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Walk to End Alzheimer’s to be held on September 27, 2025 from 6:30am-1:00pm located on Riehle Plaza and the Wabash Heritage Trail. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Special Event Request-Race for Kids 5k Run/Walk SeAyra Dupre, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Race for Kids 5K Run/Walk to be held on June 7, 2025 from 7:30am-12:30pm located on the streets surrounding Franciscan Health. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Banner Request-Union Club Hotel (Purdue University) President Henriott presented to the Board and recommended approval of a Banner Request for Union Club Hotel at Purdue University to be hung on Columbia Street from February 25-March 11, 2025.
