MINUTES OF THE LAFAYETTE COMMON COUNCIL June 3, 2013 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday June 3, 2013 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell. Absent: Meyer City Clerk Cindy Murray and City Attorney Ed Chosnek were present. The City Clerk stated that there was a quorum present. Councilman Downing moved to recess for a public hearing on Ordinance 2013-10 (An Ordinance for Appropriation of Local Highway User Funds (County Wheel Tax), Councilman Brown seconded. No public comment was heard. Councilman Downing moved to reconvene the regular meeting, Councilman Brown seconded. Councilman Klinker moved to approve the minutes of May 6, 2013 common council meeting Councilman Heide seconded. There were no additions or corrections. Minutes approved by unanimous voice vote. The Clerk stated there were no Claims, Petitions or Communications. The Clerk stated the following reports are available in the City Clerk’s Office: Clerk’s Office Monthly-April Water Works Department Monthly-April Water Pollution Control Department Monthly-April Fleet Maintenance/Motor Vehicle Department Monthly-April Ordinances for Second Reading The Clerk read Ordinance 2013-10 (An Ordinance for Appropriation of Local Highway Use Tax Funds (County Wheel Tax (Fund # 249) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the Ordinance and the usage of the Wheel Tax funding. Ordinance 2013-10 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2013-11 (An Ordinance to Amend Ordinance 2012-20 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana for the Year 2013, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Department) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Klinker seconded. Pat Flannelly, Police Chief and Andy Milam, Director of IT both spoke regarding the position. Ordinance 2013-11 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading The Clerk read Ordinance 2013-15 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from R1A and I3 to GB-Southwest corner of McCarty and Creasy Lane-Rossville Farm Realty) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Reynolds seconded. Dan Teder, attorney for petitioner spoke regarding the rezone. Council discussion ensued regarding the affects on traffic. Ordinance 2013-15 passed 7-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2013-10 (A Resolution Authorizing Payment of Claims Through Electronic Transfer) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mike Jones, controller spoke regarding the Resolution. Resolution 2013-10 passed 7-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor. Miscellaneous or New Business: Compliance of Benefits-Various Manufacturing: President Campbell stated the Council will need to review the companies as listed on the Memo from the Redevelopment Commission and then vote on them individually by voice vote. Co. for Real Estate *SIA for multiple Real Estate and Personal Property 2000, 2006, 2007, 2009, and 2012 Real Estate 2000, 2005, 2004, 2006, 2007, 2009, 2011 and 2012 Personal Property *Tate & Lyle for Real Estate and Personal Property *Toyota Motor Manufacturing for Personal Property *Wabash National for Real Estate and Personal Property 2008 Real Estate 2008, 2011, and 2012 Personal Property *Castell Coch for Real Estate Mark Castell owner of Castell Coch, spoke regarding new tenants for the building and planned progress for the future. *McKinney Corporation for Real Estate Murph McKinney from McKinney Corp spoke regarding progress and planned changes for the company. *Rea Magnet Wire for Personal Property Burke Bovender, representative for Rea Magnet Wire, spoke regarding progress and future plans for the company. Reports by Council: Councilman Klinker reported on the Red Cross Heroes Campaign and reminded everyone of the Tippecanoe County Sheriff’s Fish Fry at the Fairgrounds on Friday June 7th, which all proceeds go to the Red Cross. Public Comment: Perry Barbee, 3700 Redbud thanked all the participants of Clean Sweep and the Street Department for work on the street by his residence. Mr. Barbee also expressed concern regarding safety issues in the city. Councilman Heide moved to adjourn Councilman Klinker seconded.
