MINUTES OF THE LAFAYETTE COMMON COUNCIL October 23, 2019 SPECIAL COUNCIL MEETING The Common Council of the City of Lafayette, Indiana met in special session on Wednesday October 23, 2019 at 5:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 5:00 PM. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Ordinances for Second Reading: The Clerk read Ordinance 2019-27 (2020 GLPTC Budget, An Ordinance Appropriating Money for the Greater Lafayette Public Transportation Corporation as Required Pursuant to Indiana Code 6.1.1-17-20) by title only on second and final reading. Councilman Heide moved for passage, Councilman Klinker seconded. Ordinance 2019-27 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2019-28 (2020 Budget Ordinance, An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Department of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2020 and Ending December 31, 2020, Including the Outstanding Claims and Obligations and Fixing a Time when the same shall take effect.) by title only on second and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Tim Clary, Controller spoke regarding reductions needed to balance the budget. Mr. Clary stated the final budget would be $69,832,744.00. Councilman Downing moved to amend Ordinance 2019-28 to include the amended exhibit, Councilwoman Weast-Williamson seconded. Ordinance 2018-19 as amended passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2019-29 (An Ordinance Fixing The Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2020, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mayor Roswarski stated the salary ordinances include a 3% raise for Civilian employees and Elected Official and 3.2% for Police and Fire. Ordinance 2019-29 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2019-30 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2020) by title only on second and final reading. Councilman Reynolds moved for passage, Councilman Brown seconded. Ordinance 2019-30 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2019-31 (An Ordinance Fixing the Salaries of the Elected Officials of the City of Lafayette, Indiana for the Year 2020) by title only on second and final reading. Councilman Reynolds moved for passage, Councilwoman Nargi seconded. Ordinance 2019-31 passed 7-1 on a roll call vote as follows on second and final reading. Ayes: Heide, Klinker, Nargi, Reynolds, Ahlersmeyer, Weast-Williamson and Downing Nays: Brown No Public Comment. Councilman Heide moved to adjourn, Councilman Klinker seconded.
