MINUTES OF THE LAFAYETTE COMMON COUNCIL NOVEMBER 4, 2019 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, November 4, 2019 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country led by Webelos Troop 3338 Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Klinker moved to approve the minutes of the October 7, 2019 council meeting, October 10, 2019 public hearing, and October 23, 2019 special council meeting, Councilman Heide seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Works Department Monthly-October Renew Department Monthly-October Fleet Maintenance Monthly-October Lafayette Police Department Monthly-October There were no Ordinances for Second Reading. There were no Ordinances for First Reading. Resolutions: The Clerk read Resolution 2019-19 (A Resolution Setting the 2020 Common Council Calendar of Meetings) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Resolution 2019-19 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2019-20 (A Resolution of the Common Council of the City of Lafayette, Indiana, Authorizing the Participation of the Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for the 2020 Budget Year, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related matters) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Tim Clary, Controller spoke regarding the resolution. Resolution 2019-20 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2019-21 (A Resolution of the Common Council of the City of Lafayette, Indiana, Approving and Authorizing Certain Actions and Proceedings with Respect to Certain Proposed Economic Development Revenue Bonds and Related Matters) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Ed Chosnek, City Attorney spoke regarding the resolution. Tyler Kalachnik, Ice Miller spoke regarding the bonding process and emphasized there would be no financial responsibility to the City of Lafayette. Colin Atkinson, Glick Briarwood Company spoke regarding planned improvements for the property. Resolution 2019-21 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. No Report by the Mayor. Report by the Council. No Miscellaneous or New Business. Public Comment: Ticia Lee, Tippecanoe Arts Federation gave the council a report regarding the Wabash Walls Project. Ilana Stonebreaker, Purdue University thanked Cindy Murray, City Clerk for making a room available for her class to use before and after the Council Meeting Councilman Heide moved to adjourn, Councilman Reynolds seconded.
