June 7, 2021

The Common Council of the City of Lafayette, Indiana met in regular session Monday, June 7, 2021 at
6:00 pm.
President Weast-Williamson called the meeting to order at 6:00 pm.
The Pledge of Allegiance was given to the flag of our Country.
Present: Klinker, Nargi, Campbell, Brown, Downing and Weast-Williamson
Absent: Heide, Reynolds and Ahlersmeyer
City Clerk Cindy Murray and City Attorney Jacque Chosnek were present.
Councilman Campbell moved to recess for a public hearing on Ordinance 2021-21 (An Ordinance For
Appropriation of Local Option Highway User Funds (County Wheel Tax Fund #2490)) Councilwoman
Nargi seconded. No public comment was heard. Councilman Campbell moved to reconvene the meeting,
Councilwoman Nargi seconded. Motion passed by unanimous voice vote.
Councilman Campbell moved to approve the minutes of the May 3, 2021 council meeting, Councilman
Klinker seconded. Motion passed by unanimous voice vote.

Ordinances for Second Reading:
The Clerk read Ordinance No. 2021-21 (An Ordinance For Appropriation of Local Option Highway User
Tax Funds (County Wheel Tax Fund #2490)) by title only on second and final reading. Councilman
Brown moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke regarding the
ordinance and the anticipated road repairs. Ordinance No. 2021-21 passed 5-0 on a roll call vote on
second and final reading
Ordinances for First Reading:
The Clerk read Ordinance No. 2021-26 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana-UZO Amendment #100) by title only on first and final reading. Councilman Campbell
moved for passage, Councilwoman Nargi seconded. Jacque Chosnek, City Attorney gave a brief
explanation of the changes. Ordinance No. 2021-26 passed 5-0 on a roll call vote on first and final
reading.
The Clerk read Ordinance 2021-27 (An Ordinance Amending Certain Sections in Title 10-Animals) by
title only on first reading. Councilman Downing moved for passage, Councilman Brown seconded.
Jacque Chosnek, City Attorney spoke regarding changes to the Ordinance. Josh Klumpe, Chief Animal
Control Officer spoke regarding the ordinance. Ordinance 2021-27 passed 5-0 on a roll call vote on first
reading.
The Clerk read Ordinance 2021-28 (An Ordinance Establishing The American Rescue Plan Grant Fund
(Fund #1760) by title only on first and final reading. Councilman Klinker moved for passage, Councilman
Campbell seconded. Mayor Roswarski spoke regarding the grant funds and requested the council suspend
the rules and hear the ordinance twice tonight so the funds can be allocated sooner. Ordinance 2021-28
passed 5-0 on a roll call vote on first reading. Councilman Brown moved to suspend the rules and hear
Ordinance 2021-28 on second and final reading, Councilman Downing seconded. Motion passed by
unanimous voice vote.
The Clerk read Ordinance 2021-28 (An Ordinance Establishing the American Rescue Plan Grant Fund
(Fund #1760) by title only on second and final reading. Councilman Brown moved for passage,
Councilman Downing seconded. Ordinance 2021-28 passed 5-0 on a roll call vote on second and final
reading.
Resolutions:
The Clerk read Resolution 2021-15 (A Resolution to Opt-Out of Indiana Code 4-6-15) by title only on
first and final reading. Councilman Downing moved for passage, Councilwoman Nargi seconded. Jacque
Chosnek, City Attorney gave a brief explanation of the resolution. Resolution 2021-15 passed 5-0 on a
roll call vote on first and final reading.
The Clerk read Resolution No. 2021-16 (A Resolution of The Lafayette Common Council Annual Tax
Abatement Compliance) by title only on first and final reading. Councilman Campbell moved for passage,
Councilman Brown seconded. Dennis Carson, Economic Development Director Resolution informed
council all of the companies have been reviewed by the Redevelopment Commission and the ones not in
compliance supplied letters. Mr. Carson noted COVID had played a large role in the industries in 2020.
Resolution 2021-16 passed 5-0 on a roll call vote on first and final reading.

Mayor Roswarski recognized and thanked Cindy Murray, City Clerk for her hard work on a successful
Memorial Day Parade.

Councilman Campbell move to adjourned, Councilman Klinker seconded. Motion passed.
