MINUTES OF THE LAFAYETTE COMMON COUNCIL July 6, 2021 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Tuesday, July 6, 2021 at 6:00 pm. President Weast-Williamson called the meeting to order at 6:00 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Ahlersmeyer, Downing and Weast- Williamson City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilman Campbell moved to approve the minutes of the June 7, 2021 council meeting, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Police Department Monthly-May Water Works Department Monthly- May Renew Department Monthly-May Fleet Maintenance Monthly-May Ordinances for Second Reading: The Clerk read Ordinance 2021-27 (An Ordinance Amending Certain Sections in Title 10- Animals) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Brown seconded. Jacque Chosnek, City Attorney spoke regarding changes to the ordinance. Ordinance 2021-27 passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance No. 2021-29 (An Ordinance for Appropriation of the Band Fund (Fund #2720)-Lafayette Citizens Band) by title only on first reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the ordinance. Ordinance No. 2021-29 passed 8-0 on a roll call vote on first reading. Councilman Campbell moved to set a public hearing for ordinance No. 2021-29 on Monday, August 2, 2021 @ 6:01 PM, Councilman Brown seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance No. 2021-30 (An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2021, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mayor Roswarski spoke regarding the changes in the ordinance due to Ordinance passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance No. 2021-31 (An Ordinance to Vacate A Portion of a Drainage Easement Located on A Part of Lot In Commerce Place Subdivision, Phase 1, Located In The City Of Lafayette, Indiana) by title only on first reading. Councilman Campbell moved for passage, Councilman Brown seconded. Jacque Chosnek, City Attorney spoke regarding the Policy. 2021-21 passed 8- 0 on a roll call vote on first and final reading. The Clerk read Resolution No. 2021-22 (A Resolution to Approve the City of Lafayette Community Development Block Grant and the Lafayette Housing Consortium Home Program Annual Action Plan for the Year 2021) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Campbell seconded. Michelle Reynolds, Director Lafayette Housing Authority spoke regarding the plan. 2021-22 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski recognized and thanked Cindy Murray, City Clerk for her hard work on a successful 4th of July parade and Stars & Stripes Event. No Miscellaneous or New Business. Reports by the Council: Councilman Klinker recognized the recent passing of Jayne Boswell former art teacher and friend of the community.
