MINUTES OF THE LAFAYETTE COMMON COUNCIL APRIL 4, 2022 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, April 4, 2022 at 6:00 pm. President Brown called the meeting to order at 6:00 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Klinker, Nargi, Snyder, Reynolds, Hession Weiss, Weast-Williamson, Downing and Brown Absent: Ahlersmeyer City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilman Klinker moved to approve the minutes of the March 7, 2022 council meeting, Councilwoman Weast-Williamson seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Lafayette Parks and Recreation 2021 Annual Report Fleet Maintenance Department Monthly-January Renew Department Monthly-January and 2021 Annual Report Water Works Department Monthly-January Ordinances for Second Reading: The Clerk read Ordinance 2022-04 (An Ordinance to Amend Sections of Title 12 Historic Preservation and Protection) by title only on second and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. John Collier, Economic Development spoke regarding the ordinance. Ordinance 2022-04 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2022-08 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana-UZO Amendment #103) by title only on first and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Jacque Chosnek, City Attorney spoke regarding the zoning ordinance, which adds several types of Medical Offices as long as they are limited to one exam room. The business must be a state licensed medical occupation. Ordinance 2022-08 passed 7-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2022-09 (An Ordinance to Vacate Easements in the City of Lafayette, Indiana- Legal description J-S-D Lots III IV and remaining un-platted land) by title only on first reading. Councilman Klinker moved for passage, Councilman Snyder seconded. Ryan Munden, attorney for the petitioner spoke regarding the ordinance. Ordinance 2022-09 passed 7-0 on a roll call vote on first reading. Councilman Klinker moved to set a public hearing on Ordinance 2022-09 on Monday, May 2, 2022 @ 6:01 PM, Councilwoman Nargi seconded. Motion passed by unanimous voice vote. Resolutions: The Clerk read Resolution No. 2022-07 (A Resolution of the Common Council of the City of Lafayette, Indiana, approving (1) Resolution No. LRC-2022-02 of the City of Lafayette, Redevelopment Commission Which Amended the Economic Development Plan for the Consolidated Creasy/Central Economic Development Area, and (2) The Order of the Area Plan Commission of Tippecanoe County, Indiana Related Thereto) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Snyder seconded. Dennis Carson, Director Economic Development spoke regarding the resolution. Mr. Carson noted the amendment was to allow TIF proceeds to finance the Public Works Campus. Resolution 2022-07 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution No. 2022-08 (A Resolution of the Common Council of the City of Lafayette, Indiana, approving (1) Resolution No. LRC-2022-03 of the City of Lafayette, Redevelopment Commission Which Amended the Economic Development Plan for the Consolidated McCarty Economic Development Area, and (2) The Order of the Area Plan Commission of Tippecanoe County, Indiana Related Thereto) by title only on first and final reading. Councilwoman Hession Weiss moved for passage, Councilwoman Weast-Williamson seconded. Dennis Carson, Director Economic Development spoke regarding the resolution. Mr. Carson noted the amendment was to allow TIF proceeds to finance the Public Works Campus. Resolution 2022-08 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2022-09 (A Resolution Amending the Lafayette Riverfront Development District) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Jacque Chosnek, city attorney spoke regarding the resolution. Resolution passed 7-0 on a roll call vote on first and final reading. President Brown announced there would be a special Council Meeting on Tuesday, April 19, 2022 @ 5:00 PM in the Council Chamber. Jacque Chosnek noted the meeting is needed due to the state repealing a utility receipt tax currently charged to city rate payers. The city will need to update rates and file with the IURC by May 1, 2022. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski presented a Certificate of Appreciation to citizen Fred Feigel for his ongoing efforts to keep the trash picked up around the city. Employees of the Lafayette Renew Department noticed Mr. Feigel’s dedication over the years and wanted him to be recognized. City Engineer Jeromy Grenard updated the Council and audience regarding the plans the city has received for the INDOT’s Teal Road project. Council discussion ensued. No Miscellaneous or New Business: No Reports by the Council. There was no Public Comment. Councilman Klinker move to adjourn. Councilwoman Hession Weiss seconded.
