`MINUTES OF THE LAFAYETTE COMMON COUNCIL JULY 5, 2022 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Tuesday, July 5, 2022 at 6:00 pm. President Brown called the meeting to order at 6:00 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Klinker, Nargi, Snyder, Reynolds, Ahlersmeyer, Weast-Williamson and Brown. Absent: Hession Weiss, Downing City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilwoman Ahlersmeyer moved to approve the minutes of the June 6, 2022 council meetings, Councilman Klinker seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-May Renew Department Monthly-May Water Works Department Monthly-May Ordinances for Second Reading: The Clerk read Ordinance 2022-17 (An Ordinance Amending Chapter 1.02 of the Lafayette Municipal Code Pertaining to Ordinance Violation Bureau) by title only on second and final reading. Councilman Klinker moved for passage, Councilman Snyder seconded. Jacque Chosnek, City attorney explained this ordinance change will allow the Parking Operations Downtown Security Officer the ability to write citations for ordinance violations in the downtown area. Ordinance 2022-17 passed 6-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2022-21 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from R1 to GB-3416 Brady Lane, BET Rentals, LLC, Petitioner) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Snyder seconded. Brad Neely, attorney for the petitioner spoke regarding the ordinance. Ordinance 2022-21 passed 6-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2022-22 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from NB to NBU-911 N. 18th Street, Richard & Gail Michael, Petitioners) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilwoman Ahlersmeyer seconded. Brad Neely, attorney for the petitioner spoke regarding the ordinance. Ordinance 2022-22 passed 6-0 on a roll call vote on first and final reading. Ordinance 2022-24 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2022-25 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local 3rd Street Historic District In the City of Lafayette, Indiana) by title only on first reading. Ordinance 2022-25 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2022-26 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local St. Mary’s/1519 Main St. Conservation District In the City of Lafayette, Indiana) by title only on first reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. John Collier, Assistant Director Economic Development spoke regarding the ordinance. Mr. Collier noted this property is the Fire Station Museum at Five Points. Ordinance 2022-26 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2022-27 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local S 9th St. Hill/226 Main St. Conservation District In the City of Lafayette, Indiana) by title only on first reading. Councilwoman Weast-Williamson moved for passage, Councilwoman Ahlersmeyer seconded. John Collier, Assistant Director Economic Development spoke regarding the ordinance. Ordinance 2022-27 passed 6-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2022-17 (A Resolution Adopting Addendum #1 Community Investment Plan Detailing the Use of American Rescue Plan Act Funding) by title only on first and final reading. Councilwoman Weast- Williamson moved for passage, Councilwoman Ahlersmeyer seconded. Jeremy Diehl, Controller noted the addendum to this resolution includes relaxed restrictions to allow revenue replacement. Mr. Diehl spoke regarding the second tranche that city has received which brings the total distribution to just under Sixteen Million Dollars. Resolution 2022-17 passed 6-0 on a roll call vote on first and final reading. The Clerk read Resolution 2022-18 (A Resolution to Amend The Comprehensive Plan for Tippecanoe County to Include An Update of the Multi-Hazard Mitigation Plan) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Snyder seconded. Jacque Chosnek, City attorney spoke regarding the resolution. Resolution 2022-18 passed 6-0 on a roll call vote on first and final reading. The Clerk read Resolution 2022-19 (A Resolution of the Lafayette Common Council Annual Tax Abatement Compliance Round 2) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilwoman Ahlersmeyer seconded. Dennis Carson, Director Economic Development noted all businesses were found to be in substantial compliance by the Redevelopment Commission. Resolution 2022-19 passed 6-0 on a roll call vote on first and final reading. The Clerk read Resolution 2022-20 (A Resolution Approving the First Amendment to the Agreement Between the City of Lafayette and Local No. 472, Lafayette Fire Fighters Association International Association of Fire Fighters AFL-CIO) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast- Williamson seconded. Jacque Chosnek, City attorney noted this amendment was to add the Juneteenth Holiday to the current contract. Resolution 2022-20 passed 6-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski noted the city recently held the first major concert event in Loeb Stadium featuring the band America. The Mayor thanked Claudine Laufman, Parks Superintendent, the park staff members, John Huey, Long Center, Honeywell for their sponsorship and the many city employee and citizen volunteers who helped to make it a successful event. The Mayor also thanked Cindy Murray, City Clerk along with her Stars and Stripes team for their hard work on this year’s July 4th celebration and parade. Miscellaneous or New Business: Reports by the Council. Councilman Klinker thanked everyone for the successful events mentioned by the Mayor. There was no Public Comment.
