`MINUTES OF THE LAFAYETTE COMMON COUNCIL AUGUST 1, 2022 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, August 1, 2022 at 6:00 pm. President Brown called the meeting to order at 6:00 pm. The Pledge of Allegiance led by The American Legion Auxiliary Hoosier State Girls was given to the flag of our Country. The girls briefly spoke regarding their experience at the Girls State government leadership program at Trine University. Present: Klinker, Nargi, Snyder, Reynolds, Ahlersmeyer, Weast-Williamson, Downing and Brown. Absent: Hession Weiss City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilman Reynolds moved to approve the minutes of the July 5, 2022 council meeting. Councilwoman Weast-Williamson seconded. Motion passed by unanimous voice vote. Councilman Klinker moved for passage, Councilman Snyder seconded. Jacque Chosnek, City attorney noted this ordinance is to correct the expiration date for the new Conservation District recently added to Historic Preservation and Protection ordinance. Ordinance 2022- 23 passed 7-0 on a roll call vote on second and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. John Collier, Assistant Director Economic Development spoke regarding the ordinance. Ordinance 2022-24 passed 7-0 on a roll call vote on second and final reading. Mr. Collier noted this property is the Fire Station Museum at Five Points. Ordinance 2022-26 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2022-27 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local S 9th St. Hill/226 Main St. Conservation District in the City of Lafayette, Indiana) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. John Collier, Assistant Director Economic Development spoke regarding the ordinance. Ordinance 2022-27 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2022-28 (An Ordinance to Amend the Zoning of Tippecanoe, County, Indiana, to Rezone Certain Real Estate from I3 to GB, 3215 Imperial Pkwy-Imperial Parkway, LLC, Petitioner) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Nargi seconded. Kevin Riley, attorney for the petitioner, spoke regarding the ordinance. Ordinance 2022-28 passed 7-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2022-29 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana-UZO Amendment # 105) by title only on first and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Jacque Chosnek, city attorney spoke regarding the ordinance which improves code enforcement in the county. Ordinance 2022-29 passed 7-0 on first and final reading. The Clerk read Ordinance 2022-30 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana-UZO Amendment # 106) by title only on first and final reading. Councilwoman Weast- Williamson moved for passage, Councilman Downing seconded. Jacque Chosnek, city attorney spoke regarding the ordinance which adds a new permitted use services table in Permitted Use Service for Towing Services and Impound Lots. Ordinance 2022-30 passed 7-0 on first and final reading. The Clerk read Ordinance 2022-31 (An Ordinance for Appropriation of Local Option Highway User Tax Funds (County Wheel Tax) Fund #2490) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Reynolds seconded. Mayor Roswarski noted the amount of wheel tax money appropriated this year is $950,000.00, however totals for road projects will be a few million. The Mayor gave a brief overview of the extensive paving projects throughout the city, as well as sidewalks and curbs with handicap accessible ramps. Mayor Roswarski also thanked Dan Crowell, Street Commissioner and the street crew, they have taken on assisting with the paving and milling of roads to try to save costs and working to complete the many projects this year. Ordinance 2022-31 passed 7-0 on first reading. Councilman Klinker moved to set a public hearing on Tuesday, September, 6, 2022 @ 6:01pm, Councilwoman Nargi seconded. Motion passed by unanimous voice vote. Resolutions: The Clerk read Resolution 2022-21 (A Resolution to Amend The City of Lafayette Community Development Block Grant And The Lafayette Housing Consortium Home Program One Year Annual Action Plan for 2019) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Snyder seconded. Michelle Reynolds, Director Lafayette Housing Authority spoke regarding he resolution. Resolution 2022-21 passed 6-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski reported to the council the IT department will be updating the Council Chamber for future possible hybrid meetings. No Miscellaneous or New Business. Reports by the Council: Councilman Downing invited the Hoosier State Girls to come to the podium and share their experiences. Public Comment: Lloyd Wells, 3717 Rawlings Dr. thanked those involved in the many local paving projects for being conscious of the citizen in neighborhoods. Mr. Wells also congratulated the Hoosier State Girls on their experience and interest in government. President Brown encouraged the Hoosier State Girls to stay involved in government.
