~ LAFAYETTE ~ MINUTES OF THE LAFAYETIE HISTORIC PRESERVATION COMMISSION February 27, 2023 7:00 pm Council Chambers, City Hall Attendance Commission Members: Ann Amato, John Burns, Julie Ginn, Kevin Klinker, Sean Lutes, Shawna McCully, Amy Paget, Stephanie Rogers, Alec Williams Absent: Staff in Attendance: John Collier, Economic Development; Dann Keiser, Historic Preservation Officer Others in Attendance: Call to Order Noting a quorum, President Sean Lutes called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Approval of the Minutes Julie Ginn moved to recommend approval of the January 30,2023, meeting minutes. Shawna McCully seconded the motion. The motion passed unanimously. New Business Public Relations and Education Committee: no report District Committee: no report COA Committee 302 Ferry St. - Removal of existing stair units and replacement with new stair units Sean Lutes gave an overview of the project to remove two existing, deteriorating stair units on the south side of the Fountain Trust Company building and replace with new metal structure and new grated treads. The handrails will be salvaged and reinstalled. New metal posts will be installed so that the stair units are free- standing rather than attached to the building. The existing mulch/planting beds under the stair units will be removed and replaced with concrete. Dann Keiser indicated that since the stair structures are not original and since the bulk of the work is repair work, other than adding posts and replacing treads, that he has no concerns with the project. Stephanie Rogers made a motion to approve the COA application, Kevin Klinker seconded the motion. The motion passed unanimously. John Collier gave an overview of this project that is being initiated by the City of Lafayette to address concerns over potential trip hazards at various curb cut locations in the downtown area. The application proposes the installation of free-standing, 18" tall by 18" wide by 60" long metal planters with black, powder coat finish at various curb cut locations throughout downtown that currently have a curbed edge along the accessible ramps. Black, decorative fencing (similar to fencing installed on 11th St. as part of a previous streetscape project) is  proposed around existing rain gardens in downtown . Over time, the low, black rail fencing around some planting beds throughout the downtown will be removed and posts will be ground flush w ith grade. Shawna McCully seconded the motion . The motion passed unanimously, and the meeting ofthe Historic Preservation Commission was adjourned at 7:16 pm.
