Approval of the Minutes John Burns moved to recommend approval ofthe February 27, 2023 meeting minutes. Shawna McCully seconded the motion. The motion passed unanimously. New Business COA Committee 631 Main St. - Sign Sean Lutes introduced the application from Upper Main Development LLC for a new sign for the Luna Flats (apartments) at 631 Main St. This request is for an internally illuminated} black aluminum} faux neon sign. The construction project will accommodate first floor retail and upper-story residential called Luna Flats. The main entrance to the residential portion of the building is the westernmost bay on the site ofthe old Luna Theater. The original Luna Theater had the word "LUNAJI in an open-channel letter} neon sign in an art deco style font. The owner's proposal borrows that sign style for the new Luna Flats sign and proposes an open channel letter with a very similar art deco style font and with LED tube lighting that gives the effect ofthe old neon tube lighting but is more energy efficient. The COA Committee recommended approval. Julie Ginn made a motion to approve the petition} Kevin Klinker seconded. The motion passed unanimously. 317 S 6th St This COA application is for retroactive approval of replacement vinyl windows of non-original vinyl windows that were installed smaller than the previous windows and wood infills that were added to the window openings on a handful of upper story windows at 317 S. 6th St. Following discussion at the COA Committee meeting} the owner}s representative asked to table this COA application and agreed to resubmit the COA application with appropriately sized windows at a future meeting. Consequently, there was no vote on this COA at this meeting.  Public Relations and Education Committee: Amy Paget announced an opportunity to request funding for a guest speaker on the topic of historic-preservation, urban revitalization or general appreciation for the built environment through the Indiana University O'Brien Lecture Series Fund. The fund is intended to cover costs incurred for an event speaker. Please forward any ideas or suggestions to John Collier for future discussion. Applications for events after August 1 will be announced this summer. District Committee: 642 New York St. John Collier presented a petition from Jacquolyn Lober for inclusion of her property at 642 New York St. into the new Local Ellsworth/642 New York st. Historic District. The home is a Gable Front style home built in the 1860s and is rated as Contributing. Sean Lutes added that the home is owner occupied and contains the original windows. Historic Preservation Officer, Dann Keiser, shared his comments via email stating that the house is worthy of designation as a local historic district. John Burns made a motion to recommend approval of the petition, Amy Paget seconded. The motion passed unanimously. 718 Wabash Avenue John Collier presented a petition from Fairfield Township Trustee, Monica Casanova, for designation of the Township Trustee Office building at 718 Wabash Avenue as the new Local Wabash Ave/718 Wabash Ave. Historic District. The building was once a fire station in the early 1900s and is rated as Contributing. Historic Preservation Officer, Dann Keiser, shared his comments via email stating that the structure is worthy of designation as a local historic district. Julie Ginn made a motion to recommend approval ofthe petition, John Burns seconded. The motion passed unanimously. Recommend to change an existing local district name John Collier recommended that the current district name of the "Local Centennial/420 N 5th St. Historic District" be changed to the "Local Centennial South Historic District." in preparation for including the adjacent 415, 419 and 421 Brown Street properties into this district. The addition ofthe listed Brown Street properties into the local district creates three adjacent properties, so the name change is proposed in lieu of having three adjacent, individually named districts. Kevin made a motion to recommend approval ofthe request, Shawna McCully seconded. The motion passed unanimously. 415 Brown St. (includes 419-421 Brown St.) John Collier presented a petition from Stewart Frescas for inclusion of his properties at 415,419 and 421 Brown Street into the existing Local Centennial South Historic District. This parcel includes 3 addresses and 2 buildings. The property at 415 Brown Street is a Gable Front style home built in the 1890s and is rated as Contributing. The property at 419 Brown Street is an American Four Square built in the 1890s and is also rated as Contributing. Historic Preservation Officer, Dann Keiser, shared his comments via email stating that the structures are worthy of inclusion into the local historic district. Stephanie Rogers made a motion to recommend approval ofthe petition, John Burns seconded. The motion passed unanimously. 515 N. 7th St. This petition, for a new individual property conservation district at 515 N. 7th St. in what will be called the Centennial East-Central/SiS N. 7th St. Conservation District was submitted by John Collier on behalf of petitioners Gwen & Roger Wiens. Sean Lutes confirmed that the first floor of the property was built in the 1840s and the second floor was added in the 1890s. The home is currently owner occupied. Julie Ginn made a motion to recommend approval ofthe petition, Stephanie Rogers seconded. The motion passed unanimously.
