~ LAFAYETTE ~ MINUTES OF THE LAFAYETTE HISTORIC PRESERVATION COMMISSION April 24, 2023 7:00 pm Council Chambers, City Hall Attendance Commission Members: Ann Amato, John Burns, Julie Ginn, Kevin Klinker, Sean Lutes, Amy Paget, Stephanie Rogers, Alec Williams Absent: Shawna McCully Staff in Attendance: John Collier, Economic Development; Michelle Conwell, Economic Development, Dann Keiser, Historic Preservation Officer Call to Order Noting a quorum, President Sean Lutes called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Approval of the Minutes Kevin Klinker moved to recommend approval of the March 27, 2023 meeting minutes. Ann Amato seconded the motion. The motion passed unanimously. New Business Public Relations and Education Committee: Amy Paget presented the mockup for the 5th Street Then and Now prototype sign. If approved, it could be ordered with the hope of getting it installed for Historic Preservation month in May. It was noted that sponsors could be added to the sign when appropriate. Kevin Klinker made a motion to approve the mockup, Alec Williams seconded. The motion passed unanimously. District Committee: No report COA Committee: 914 Columbia Street-Porch and sidewalk modifications This modified proposal was tabled at the November 2022 meeting. The existing, non-original concrete stoop and stairs on the west side ofthe building (facing the parking lot) will be removed and the existing porch will be extended to the north to meet the existing wall of the house and will accommodate access to the existing door on the west side of the building. A new rough-cut limestone porch railing that matches the existing porch railing will be extended along the west side ofthe new porch to the corner ofthe existing building. The existing door on the west wall will remain and will open onto the new section of porch. Changes to the grade and configuration of the sidewalk from the center porch stair unit to the parking lot as well as changes to the grade of the existing ramp east of the center stair to the porch. Changes are also being made to create an ADA accessible path from the parking lot to the porch. Changes in the grade will necessitate an additional step on the main stair going to the porch. The existing limestone steps will be adjusted and reinstalled and a new limestone step to match will be installed on the main stair to the porch. Finally, an additional concrete step area will be added on the porch so that the main entry doors will be at grade with the porch. Julie Ginn made a motion to recommend approval ofthe petition, Alec Williams seconded. The motion passed unanimously. Staff Report - John Collier handed out posters of Indiana's Fraternal Organizations from the Indiana Department of Historic Preservation and Archeology in recognition of Historic Preservation Month. John also presented the completed EPICS plaque highlighting Colonel William Carroll to be placed next to his gravesite in Greenbush Cemetery. Public Comment No public comments were received. Adjournment There being no further business to bring before the Commission, Kevin Klinker moved to adjourn the meeting. Shawna McCully seconded the motion.
