Approval of the Minutes Kevin Klinker moved to recommend approval of the April 24, 2023 meeting minutes. Stephanie Rogers seconded the motion. The motion passed unanimously. New Business Public Relations and Education Committee: no report District Committee: 820 Ferry St Sean Lutes presented a petition from Pamela Clay Jones, for designation of 820 Ferry Street as the new Local Centennial South/820 Ferry St. Historic District. The building is currently the Bethel AME church. Frederick Douglass came to Lafayette in the 1860s to raise funds for this church. In the 1920s the front portion was redone with stucco and stained glass. It is an important part ofthe African American history in Lafayette. The structure is rated as Contributing and Historic Preservation Officer, Dann Keiser, believes it is worthy of designation as a local historic district. Amy Paget made a motion to recommend approval ofthe petition, Julie Ginn seconded. The motion passed unanimously. COA Committee: 616 S. 9th St.-replacement windows John Collier introduced the application from Barrett Caldwell for replacement of 2 south facing windows on 2nd floor with new aluminum clad windows to match existing window sizes. The existing windows have frame damage and rotting wood. It was noted that the windows on the first floor are not original. Dann Keiser added that the windows should match the profile and size of the existing windows. John Burns made a motion to recommend approval ofthe petition, Kevin Klinker seconded. The motion passed unanimously.  205-207 S. 6th St.-fence John Collier introduced the application from John Fry to add a 4' tall, slat, dog-eared wood fence to the backyard of this rental property. Dann Keiser noted that it will not have an impact on the historic structure. Alec Williams made a motion to recommend approval ofthe petition, Shawna McCully seconded. The motion passed unanimously. 522 Main St.-exterior lights John Collier introduced the application from Kennedy Van Meter to add 4 cut-off wall pack lights along the side of the building, facing the alley for security purposes. An electrician should confirm if 4 lights are necessary for adequate illumination as a concern was raised about over illuminating the alley or allowing light spill into adjacent apartments. Any exposed wiring will be covered by rigid conduit. John and Dann will work with petitioner as necessary. Kevin Klinker made a motion to recommend approval ofthe petition, Shawna McCully seconded. The motion passed unanimously. 519 S. 9th St.-chimney caps John Collier introduced the application from David McElhattan to install stainless steel chimney caps on northwest and northeast chimneys. For the northeast chimney, the chimney cap is necessary to address moisture issues causing spalling on interior chimney masonry. The northeast chimney is not visible from 9th St. but is visible from the alley behind the property. The northwest cap, which would be visible from 9th St., will be used principally to keep the chimney clear of debris and animals. The caps will be a flat black with a powder coated finish. John Burns made a motion to recommend approval of the petition, Stephanie Rogers seconded. The motion passed unanimously. 109 N 5th St.-replacement windows (Sweet Revolutions) John Collier introduced the application from Geoff McGregor of Renewvations to remove existing, non-original single pane windows and replace with new, custom-sized, double pane insulated windows with historically accurate wood framework. The existing (non-original) wood frames will remain. Any new frames will be wood to match the frames currently over the door. Alec Williams made a motion to recommend approval of the petition, Amy Paget seconded. The motion passed unanimously. Staff Report John Collier reported on the biennial audit to maintain the city's Certified Local Government (CLG) designation. He shared that the audit was good and so our CLG status will be maintained. Auditors noted that continuing education is required and that all commission members should strive to get one credit hour each year. Six out of nine members were able to achieve this. A list of continuing education opportunities which included CAMP (Commission Assistance and Mentoring Program) in Muncie in September and other NAPC (National Alliance of Preservation Commission) meetings and opportunities was shared with the Commissioners. John will forward links with upcoming opportunities and webinars that are available throughout the year. John made note of available Historic Preservation federal matching grant opportunities that are dispersed to the State for local government, college or university, or other not-for-profit organizations with a 501(c)(3) designation for historic preservation and rehab. Individuals are not eligible. For CLGs, the match is 60/40. The State's Historic Renovation Grant program was not renewed by the State Legislature, so no funding will be available unless or until the legislature renews funding in the next biennium (2025-2027). It was noted in the audit report that the Commission is one of a few that did not have a mission statement. It was suggested by Amy Paget that the Public Relations and Education Committee come up with the mission statement. John thanked all members for their resumes as required for the audit. Myles Holtsclaw, Economic Development intern, was introduced. Public Comment No public comments were received. Adjournment There being no further business to bring before the Commission, Kevin Klinker moved to adjourn the meeting. Shawna McCully seconded the motion. The motion passed unanimously, and the meeting of the Historic Preservation Commission was adjourned at 7:27 pm.
