REGULAR MEETING OF THE LAFAYETTE PARKS AND RECREATION BOARD 4:00 pm 12 December 2022 The City of Lafayette Parks and Recreation Board met in regular meeting at 4:00pm, December 12, 2022. The meeting was held at Rush Pavilion in Columbian Park. The meeting was called to order by Park Board President Pat Corey. Board members present were Matt Metzger, Maurie Denney and Dave Mecklenburg. Mayor Tony Roswarski, City Clerk Cindy Murray, City Controller Jeremy Diehl, Parks Superintendent Claudine Laufman, Parks Director of Operations Jon Miner, Communications Director David Huhnke, Director of Facilities and Grounds Mike Perry, Safety and Security Director Kurt Wolf, Marketing Manager Samantha Haville, Project Manager Garrett Gaskins, Assistant Zoo Director Caitlin Laffery, Marketing and Events Coordinator Ashley Wulff and Recording Secretary Jenny Spencer were also present. Upon motion by Mr. Denney, seconded by Mr. Metzger, and unanimously carried, minutes of the November 21, 2022 Parks Board meeting were approved. Upon motion of Mr. Mecklenburg seconded by Mr. Metzger, and unanimously carried, General Fund Claims in the amount of $14,768.41 and Non-Reverting Fund Claims in the amount of $21,284.25, for a total of $36,052.66 were approved. Superintendent’s Report • Superintendent Laufman welcomed Mayor Roswarski and City Clerk Cindy Murray as guests for the last meeting of the year. • Marketing Manager Haville provided an update on upcoming activities at McAllister Recreation Center. Donuts with Santa is Saturday, December 17 from 9am-11am. Also scheduled for Saturday is the final Winter Market from 9am-2pm. Sixteen vendors are signed up and the markets have been well attended. Winterbreak Camp at McAllister has twenty-two registrants thus far. The winter basketball program is full and begins on January 9th. • Ms. Haville also provided a membership update for the Zoo. A Black Friday through Cyber Monday sale was held with discounted membership prices. Of the 136 memberships sold, 20 were brand new members. • Ms. Haville wrapped up with a year-end social media update. All platforms saw increases. • Project Manager Garrett Gaskins provided an update on the Litter-free Lafayette program including Adopt a Spot, Adopt a Trail and Adopt a Street. Each program has rolling renewals each year with highly successful renewal rates. Park Board Minutes 12/12/2022 Page 1 Upon motion by Mr. Denney, seconded by Mr. Mecklenburg, and unanimously carried, Resolution 22-04, 2023 NR Budget was approved. (See Attachment A). • City Controller Jeremy Diehl provided a summary narrative of the budget. The overall budget saw an increase of 14%, which is expected to be offset by increased revenue. A discussion regarding how increases in seasonal salaries and prices overall impact the budget ensued. A profit-sharing check from the Aviators contributed to this year’s revenue. Upon motion by Mr. Mecklenburg, seconded by Mr. Denney, and unanimously carried, the Schedule of Fees and Charges for 2023, was approved (See Attachment B). • Director of Operations Miner discussed the minor changes to the fee schedule including a one dollar increase in admission for those 48 inches and over to Tropicanoe Cove. In addition, a surcharge of $350 is being instituted for private parties who choose to have concessions provided.
