Director of Public Works; Kara Boyles, Certified Legal Intern; David Huhnke, Marketing Director; Jeremy Diehl, Controller; Jacque Chosnek, City Attorney; Cindy Murray, City Clerk Guests: Aaron Kowalski, MKSK; Ben Dispennett, HWC Engineering; Stephanie Bossung, idc marketing; Tetia Lee, The Arts Federation; Chris Wheatley and Jake Goodman, BF&S; John Hughey, Long Center; Ken McCammon, Resident; Leah Majeski and Selin Kemiktarak, Purdue Exponent; Andy Manzur, WLFI Welcome and Call to Order Frank Donaldson welcomed everyone to the Redevelopment Commission meeting, noted that a quorum was present and opened the meeting of the Lafayette Redevelopment Commission at 11:00am. Minutes Jim Terry moved to approve the minutes of the March 28, 2024 meeting. Shelly Henriott seconded and the motion passed unanimously. New Business Park East Boulevard: Recommendation/Notice of award-At the January 25, 2024 the Redevelopment Commission received five bids for the Park East Boulevard project with Atlas Excavating being the lowest and most responsible bidder. Following review of the bids, staff recommended awarding the contract to Atlas Excavating, Inc. Jim Terry made a motion to approve. Jos Holman seconded and the motion passed unanimously. Contract Award/Agreement-The contract amount for the project is not to exceed $23,533,911 and is awarded to Atlas Excavating, Inc. Jos Holman made a motion to approve. Jim Terry seconded and the motion passed unanimously. Notice to proceed - The Notice to Proceed with Atlas Excavating, Inc. includes a start date of April 25, 2024 with substantial completion December 5, 2025 and final completion July 1, 2026. Jim Terry made a motion to approve. Shelly Henriott seconded and the motion passed unanimously. Resolution LRC-2024-20: A Resolution Approving Contract for Purchase of Real Estate 601-605 Main Street, Lafayette, Indiana-The Commission and the City of Lafayette have an opportunity to purchase the former GOAT Pub, a key property downtown. This property adjoins the Long Center for the Performing Arts and is located across Main Street from the Lafayette Theatre is well situated to benefit both facilities. Long term, this allows the City to explore and expand much needed backstage, back of house and artist areas as well as public and lobby spaces specifically for the Long Center and potentially for the Lafayette Theatre. Under state statute, we obtained two appraisals and offered the average, in the amount of $625,000.00. The City will honor the leases of two current tenants, but give the tenants the option to move/break their lease before expiration of their term if they choose to do so. Jos Holman made a motion to approve. Jim Terry seconded and the motion passed unanimously. Micro-Retail lease Agreement Amendment #1: Between Redevelopment Commission and Lafayette Urban Enterprise Association within the Horner Block Far;ade at 619 Columbia St.- This amendment is at the request of the Lafayette Urban Enterprise Association and their accountant, Huth Thompson . The amendment deletes the annual automatic renewal provision so that the lease does not become an asset that would be recorded on LUEAs balance sheet. Shelly Henriott made a motion to approve. Jos Holman seconded and the motion passed unanimously. HWC Engineering: Veterans Memorial Parkway Reconstruction - Construction Inspection - Jeromy Grenard, City Engineer, presented this agreement for full time construction inspection services for the Veterans Memorial Parkway project in the amount of $219,375.00. The project will include roadway widening with turn lanes and traffic signals on Veterans Memorial Parkway between SR 38 and SR 52 at CR 460 East. Jim Terry made a motion to approve. Shelly Henriott seconded and the motion passed unanimously. indiana design consortium (idc): 3rd & 4th Street Marketing Plan Implementation 2024 -An agreement for marketing and public relations for the 3 rd and 4 th Street Two-Way Conversion project was approved at the February 22, 2024 Redevelopment Commission meeting. This new agreement, in the amount of $50,221.00, and presented by Stephanie Bossung of indiana design consortium, is for collateral materials and media for the project and will encourage safety first with plenty of visible signage. Jim Terry made a motion to approve. Jos Holman seconded and the motion passed unanimously. MKSK: Lafayette Downtown Plan Presentation -The consulting company of MKSK presented the 2024 Lafayette Plan Update and Placemaking Trail Plan. Director's Report-no report Claims Jim Terry moved to approve the April 2024 claims in the amount ofTwo Million, Seven Hundred Ninety-One Thousand, Two Hundred Forty-One Dollars and Sixty-Nine Cents ($2,791,241.69). Jos Holman seconded and the motion passed unanimously. Public Comment-no comment Adjournment Jos Holman moved to adjourn the meeting. Shelly Henriott seconded and the motion passed unanimously.
