TIPPECANOE COUNTY LOCAL ENVIRONMENTAL
RESPONSE FINANCING BOARD
January 29, 2019
The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, January 29,
2019 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: David Byers, Tony
Roswarski, Lon Heide and Zach Beasley. Absent: John Dennis and Kevin Underwood
Tony Benton, Attorney from Stuart & Branigin, was also present.
MINUTES
Mr. Roswarski moved to approve the minutes of the October 31, 2018 meeting as submitted. Mr. Heide
seconded. Motion carried.
ELECTION OF OFFICERS
Mr. Benton stated that the 2018 officers were David Byers as President and John Dennis as Secretary. Mr.
Roswarski moved to retain Mr. Byers as Board Chair for 2019 office and moved to retain Mr. Dennis as
Secretary for 2019 office. Mr. Beasley seconded. Motion Carried.
READING AND SIGNING OF CLAIMS
The following Claims (all with attached documentation) were presented to the Board for payment:
A claim from Keramida Environmental for consulting services in the amount of $11,733.09.
Mr. Beasley moved for approval. Mr. Roswarski seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $49,448.75.
Mr. Beasley moved for approval. Mr. Roswarski seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $875.80. Mr. Beasley
moved for approval. Mr. Roswarski seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $875.00. Mr. Beasley
moved for approval. Mr. Roswarski seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $1,600.00. Mr. Beasley
moved for approval. Mr. Roswarski seconded. Motion carried.
A claim from Waste Management for services provided in the amount of $11,103.63. Mr. Beasley
moved for approval. Mr. Roswarski seconded. Motion carried.
A claim from City of Lafayette for services provided in the amount of $750.00. Mr. Beasley
moved for approval. Mr. Roswarski seconded. Motion carried.
REPORTS
Keramida
Vicki Keramida stated that the landfill is doing fine and has had no issues. With the government
shutdown there has not been any contact with the EPA. Mrs. Keramida stated that they were waiting to
hear who to new EPA Project Manager would be and then the shutdown occurred. There is still no word
regarding that. Mrs. Keramida stated that there is also a new IDEM Project Manager who is much more
understanding of the issues. Mrs. Keramida is excited to have the new representatives from the agencies
moving forward.
Mrs. Keramida stated that Keramida submitted three (3) reports to IDEM and EPA for the annual
wetlands report, annual groundwater report and the annual operation and maintenance report. There
should be no reason for either agency to have concerns for the delisting based on the performance of the
landfill.
Mrs. Keramida stated that the leachate is continuing to decrease. Currently it is a 100,000 gallons while
ten (10) years ago it was 132,000 gallons.
Legal
Mr. Benton stated that he was unsuccessful trying to contact the legal side of the EPA with the
government shutdown. Mr. Benton is hopeful to here from the EPA next month.
OLD BUSINESS
There was none.
NEW BUSINESS
Mrs. Keramida requested that the April 30th and July 30th, 2019 TERF Board meetings both be moved to a
different day due to a scheduling conflict for her. The Board agreed to move the April 30, 2019 meeting
to April 16, 2019 at 1:30pm and moved the July 30, 2019 meeting to June 25, 2019 at 1:30pm. Mr.
Beasley moved for approval of the schedule changes. Mr. Roswarski seconded. Motion carried.
PUBLIC COMMENT
There was none.
ADJOURN
With no further business to come before the Board, Mr. Heide moved to adjourn. Mr. Beasley seconded.
Motion carried.
