In light of the new CDC guidance as summarized below, the President and Board of Trustees of the Village of Lake Barrington will again, beginning with their regular meeting of June 2, 2021, conduct Village Board meetings in person. Persons desiring to attend any such in-person meetings will be required to observe all CDC guidelines as currently apply to them. On May 13, 2021, the Center for Disease Control (“CDC”) updated its guidelines for fully vaccinated people. CDC Director Dr. Rochelle Walensky said on Thursday, May 13, 2021, at a White House COVID-19 briefing that“Anyone who is fully vaccinated can participate in indoor and outdoor activities, large or small, without wearing a mask or physical distancing. If you are fully vaccinated, you can start doing the things that you had stopped doing because of the pandemic.” In summary, the CDC has said: · that fully-vaccinated people no longer need to wear a mask or physically distance in any setting, except where otherwise required by applicable laws, rules, and regulations · that fully-vaccinated people can refrain from testing following a known exposure · that anyone who is vaccinated but develops symptoms should mask up and get tested However, the CDC has warned that there is always a chance the pandemic situation could worsen and the nation then may need to return to some or all of the earlier CDC’s guidance. In such an event, the Village Board reserves the right to re-institute fully remote public meetings in accordance with the applicable laws and the then applicable CDC guidelines. 1. CALL TO ORDER 2. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. ICMA ANNUAL CONFERENCE Summary: After a year off due to COVID, the 2021 International City/County Management Association’s annual conference will be held this year October 2- 6 in Portland, Oregon. Recommended Action: Motion to approve the estimated ICMA conference expenses. B. SWALCO IGA AMENDMENT Summary: The Solid Waste Agency of Lake County (SWALCO), of which the Village of Lake Barrington is a member, has proposed an amendment to the Intergovernmental Page 2 of 4  Agreement for each member, to allow an immediate past mayor or village president to serve as an Alternate Director. The qualifications for Director remain unchanged. Recommended Action: Motion to approve Ordinance No. 2021-O-08, an Ordinance amending the Intergovernmental Agreement between the Village of Lake Barrington and SWALCO. C. LOCAL RECORDS ACT - RECORDS DISPOSAL CERTIFICATE APPROVED Summary: With Board Approval, the Village is allowed to dispose of records that are no longer needed and to create more storage space for new documents. Recommended Action: Motion to approve disposal of certain public records and for immediate destruction. D. CONSIDERATION OF A RESOLUTION REGARDING CLOSED SESSION MINUTES AND AUDIO RECORDINGS Summary: The Village of Lake Barrington is mandated by law to semi-annually review closed session minutes. Audiotapes older than 18 months may be destroyed upon Resolution. The Village Attorney has reviewed these minutes and his recommendations are reflected in said Resolution. Recommended Action: Motion to pass Resolution No. 2021-R-11, a Resolution Regarding the Release of Closed Session Minutes. Recommended Action: Motion to approve Items 7.A. through 7. USE OF VILLAGE PROPERTIES ORDINANCE Summary: Title 6 of the Village Code concerning public ways and public property, is in need of updating to reflect current practices and to include park properties at 23585 and 23872 N. Kelsey Road. Recommended Action: Motion to approve Ordinance No. 2021-O-09, an Ordinance amending Title 6, "Public Ways and Public Property", of the Village of Lake Barrington Village Code. VILLAGE HALL STUCCO (EIFS) WORK Summary: The Village Hall Facility Assessment Report prepared by Sharp Architects in September 2018 identified work to improve the useful life of the EIFS ( Exterior Insulation Finish System). The top of the building is rimmed with an EIFS band. Recommended Action: Motion to allow the Village Administrator to execute a contract with Zalom Masonry, Inc. in an amount not to exceed $42,350. Further, authorize the Village Administrator to expend a contingency amount of up to 10% ($4,235) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents.
