Allan Ross - Sure Shot Laser 6. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. CONSIDERATION OF A RESOLUTION REGARDING CLOSED SESSION MINUTES AND AUDIO RECORDINGS Summary: The Village of Lake Barrington is mandated by law to semi-annually review closed session minutes. Audiotapes older than 18 months may be destroyed upon Resolution. The Village Attorney has reviewed these minutes and his recommendations are reflected in said Resolution. Page 1 of 4  Recommended Action: Motion to pass Resolution No. 2022-R-___, a Resolution Regarding the Release of Closed Session Minutes. B. CONCERTS AT FREIER FARM Summary: The Community Relations Committee led by Trustee Thompson has planned free concerts at Freier Farm on Thursday, July 21 and August 18 from 7 p.m. to 9 p.m. Pipe Dreams, a '60s music band, will perform on July 21, and on August 18th Nothing Personal will play rock, pop, and country music. Recommended Action: Motion to approve the Temporary Use Special Event Application and Class K Special Temporary License for the concerts at Freier Farm on July 21 and August 18, 2022. Recommended Action: Motion to approve Items 7. A and 7. B. as stated in the Recommended Action of the Consent Agenda. (Roll Call Vote) 8. TREASURER'S REPORT A. STAFF COMPENSATION ORDINANCE Summary: Performance Evaluations for the period of March 1, 2021, through March 1, 2022, Page 2 of 4  have been completed for Village staff. Recommended Action: Motion to approve Ordinance No. 2022-O-____, an Ordinance to approve Staff Compensation as presented. (Roll Call Vote) 14. RESOLUTIONS A. INVESTMENT POLICY REVISION Summary: Public Act 102-0285 was signed into law and became effective on August 6, 2021. The Act amends the Public Funds Investment Act (30 ILCS 235). Recommended Action: Motion to approve Resolution 2022-R-___, a Resolution Amending the Village of Lake Barrington Investment Policy to include the updated Public Funds Investment Act as Attachment A to the Investment Policy. (Roll Call Vote) 15. NEW BUSINESS A. 2022 RESURFACING PROGRAM CONTRACT AWARD Summary: The 2022 Road Program was advertised for bids and five proposals were received. Staff is recommending that the lowest qualified bidder, Geske and Sons, Inc., be awarded the contract. Recommended Action: Motion to allow the Village Administrator to execute a contract with Geske & Sons, Inc., in an amount not to exceed $998,936.82. Further, authorize the Village Administrator to expend a contingency amount of up to 5% ($49,947) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents.(Roll Call Vote) B. DETENTION AND NATURAL AREA MANAGEMENT Summary: The Village has a naturalized detention basin and a rain garden at the Village Hall property, and a naturalized area and detention basin at Freier Farm. Both of these areas require periodic weeding and stewardship. Recommended Action: Motion to approve the agreements with Trillium Native Landscapes, Inc. per the proposals, and authorize the Village Administrator to execute the necessary documents.
