Move to approve by omnibus vote items on the consent agenda.
Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village
President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group.
Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is
needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be
considered during the regular course of the meeting as they appear on the agenda.

A. APPROVE THE VILLAGE BOARD AND PLAN COMMISSION 2023
REGULAR MEETING SCHEDULE
Recommended Action:
Motion to approve the Village Board and Plan Commission 2023 Regular Meeting
Schedule. (Roll call vote)
B. ILCMA 2023 WINTER CONFERENCE
Summary:
The Illinois Section of the City/County Management Association will hold its winter
conference in Bloomington, IL on February 8-10, 2023.
Recommended Action:
Motion to approve the estimated ILCMA conference expenses. (Roll call vote)
C. BUSINESS LICENSING & HOME OCCUPATIONS
Summary:
Amendments to the Village Code are needed to clarify that Home Occupations are not
included in the Business and License Regulations.
Recommended Action:
Motion to approve Ordinance No. 2022-O-15, an Ordinance Amending Chapter 10,
“Fees and Deposits”, of Title 1, “Administration’; Chapter 2, “License Regulations”,
of Title 2, “Business and License Regulations”; and Chapter 3, “Establishment and
Interpretation of Zoning Districts”, of Title 8, “Zoning”. (Roll call vote)
D. SHORT-TERM RENTAL ORDINANCE REVISION
Summary:
Revisions to the Short Term Rental Ordinance are proposed to not include occupancy
by an immediate family member, caregiver, former owner(s) who are retaining
possession until the closing of the sale of the residence, a lease extension where the
original lease did not fall within the definition of a short-term rental, or to provide
companionship for a person who is living on the same premises and who has been
found by the Social Security Administration or by any agency or department of the
State of Illinois to be disabled.
Recommended Action:
Motion To Approve Ordinance No. 2022-O-16, an Ordinance Amending Title 3,
"Public Health and Safety," of the Village of Lake Barrington Village Code (RE: New
Chapter 3, "Short-Term Rentals". (Roll call Vote)

D. 2023 EMPLOYEE HEALTH INSURANCE
Summary:
Staff has received the 2023 Blue/Cross Blue Shield (BCBS) renewal quotes.
The insurance committee is recommending retaining BCBS PPO and HMO
health insurance options and the same BCBS dental option, as well as the
continuation of a Health Savings Account (HSA).
Recommended Action:
Motion to approve the employee health and dental plan with Blue Cross/Blue
Shield, as administered by Better Business Planning, Inc., and that the HRA &
HSA be administered by Flexible Benefit Service, LLC. (Roll call vote)

A. EMERGENCY OPERATIONS PLAN UPDATED
Summary:
The Emergency Operations Plan has been updated and formatted into the suggested
format by the Lake County Emergency Management Agency.
Recommended Action:
Motion to approve Ordinance No. 2022-O-17, amending the Lake Barrington
Village Code, Chapter 13, “Emergency Services Disaster Agency and
Operations Plan”, of Title 1, “Administration”, and adopting the revised
Emergency Operations Plan. (Roll call vote)
B. TAX LEVY ORDINANCE 2023

Summary:
Last month the Village Board adopted a Resolution for a 0% increase in the Village
Tax Levy for 2023. This reflects the Village’s disciplined management of taxpayer
dollars and its commitment to economic development.
Recommended Action:
Motion to approve Ordinance No. 2022-O-18 an Ordinance for the Tax Levy
and Assessment of Taxes for the Village of Lake Barrington in the amount of
$823,000.
