Minutes of the Board of Trustees Meeting - January 3, 2023 Recommended Action: Approve the minutes, item 4 A above. (roll call vote) 5. PRESIDENT'S REMARKS (President Richardson) 6. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. Page 1 of 5 All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. 2023 ROAD PROGRAM ENGINEERING DESIGN Summary: The Village plans to utilize approximately $628,000 to over $2M in General Funds for the construction of the 2023 road program, depending on the availability of funds when the FY24 budget is finalized. Staff would like to get the design documents underway now so that when the budget is finalized we will be ready to solicit bids for the 2023 Road Program. Recommended Action: Motion to approve an agreement with HR Green in an amount not to exceed $98,120 and authorize the Village Administrator to execute the necessary documents. B. EMPLOYMENT AGREEMENT & COMPENSATION OF VILLAGE ADMINISTRATOR Summary: The Village Administrator's Employment Agreement has been revised to extend her term until May 31, 2023. The Finance, Human Resources & Administration Committee has met and previously discussed with the Board in Closed Session the Village Administrator's performance and recommended compensation. Recommended Action: Motion to Approve Ordinance No. 2023-O-____, an Ordinance Approving, Authorizing, and Ratifying Execution of an Employment Agreement by and between the Village of Lake Barrington and Karen Daulton Lange. C. GROUND-MOUNTED SOLAR PANELS; RENEWABLE ENERGY SYSTEMS ORDINANCE Summary: This Ordinance will prohibit ground-mounted solar panels in residential zoned areas. The regulations for allowing solar panels on roofs will remain. Recommended Action: Motion to approve Ordinance No. 2023-O- ___, an Ordinance amending Title 8 of the Village Code relative to solar panels. D. STAFF COMPENSATION ORDINANCE Summary: On January 1 the work hours were increased from 32.5 hours/week to 37.5 hours/week and an increase to the Village Clerk and Building Permit Administrator's salary by 5.38% is recommended. Recommended Action: Motion to approve Ordinance No. 2023-O-___, an Ordinance to approve Staff Compensation as presented. E. VOLUME CAP RESOLUTION - 2023 Summary: Page 2 of 5  Lake County Partners contacts home rule communities in Lake County every year to request a pooling together of the volume cap to ensure the best use of our collective private activity bond allocation. Recommended Action: Motion to approve Resolution No. 2023-R-___, a Resolution reallocating the 2023 Volume Cap to the Village of Buffalo Grove, Illinois. F. ZONING MAP UPDATE - 2023 Summary: The Village is required to annually publish an updated Official Zoning Map pursuant to the Illinois Municipal Code if changes have been made. Recommended Action: Motion to approve Resolution No. 2023-R-___, a Resolution authorizing the publication of the revised Official 2023 Zoning Map for the Village of Lake Barrington. Recommended Action: Motion to approve Items 7.A. through 7. F. as stated in the Recommended Action of the Consent Agenda. (roll call vote) 8. TREASURER'S REPORT A. ORDINANCE AMENDING LIQUOR LICENSE REGULATIONS - CLASS F.2 LICENSE ADDED Summary: The contract purchaser of Kelsey Road House has requested that the outdoor seating be expanded from a limit of 75 to 150 patrons. The area for outdoor dining would be limited to the south side of the property, which faces Northwest Hwy. A new class of liquor license is proposed. Recommended Action: Motion to approve Ordinance No. 2023-O-___, an Ordinance amending Section 1-10- 7 "Fees, Charges, Deposits, and Other Amounts Payable to the Village" and Section 2- 3-6 "Classification of Licenses" of the Lake Barrington Village Code. (roll call vote) B. ZONING VARIATION - 352 N. KELSEY RD. Summary: The Plan Commission/ZBA held a public hearing in consideration for a zoning variation to permit the Petitioner to construct or reconstruct an asphalt parking lot within the property's side and rear yard setbacks. The Plan Commission/ZBA recommended approval of the variances. Recommended Action: Motion to approve Ordinance No. 2023-O-___, an Ordinance granting a zoning variation to allow a driveway to encroach approximately fourteen feet into a minimum side yard setback of thirty-seven feet. (roll call vote) 14. RESOLUTIONS 15. NEW BUSINESS A. HILLVIEW & HILLSIDE DRIVE CONTRACT AWARD Summary: Last July the Village Board approved design services for the reconstruction and parkway improvements to Hillview and Hillside Drives. Recommended Action: Motion to allow the Village Administrator to execute a contract with Chicagoland Paving Contractors, Inc. in an amount not to exceed $840,000. Further, authorize the Village Administrator to expend a contingency amount of up to 10% ($84,000) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents. 16.
