Minutes of the Board of Trustees Meeting - June 13, 2023 5. PRESIDENT'S REMARKS (President Richardson) A. Luis Vasquez - Monopole Installation at Market Place 6. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. Page 1 of 4 A. CONSIDERATION OF AN ORDINANCE AUTHORIZING BONUSES FOR THE VILLAGE CLERK/EXECUTIVE ASSISTANT AND THE VILLAGE BUILDING PERMIT COORDINATOR/DEPUTY VILLAGE CLERK Summary: On January 1, the Village Hall work hours were increased to a 37.5 hour workweek. With that change, the employees received a salary adjustment to reflect that change. Recommended Action: Motion to approve Ordinance No. 2023-O-_____, an Ordinance Authorizing Bonuses for the Village of Lake Barrington Village Clerk/Executive Assistant and the Village Building Permit Coordinator/Deputy Village Clerk. B. CONSIDERATION OF A RESOLUTION REGARDING THE ADOPTION OF THE 2022 LAKE COUNTY ALL-NATURAL HAZARDS MITIGATION PLAN Summary: In 2017, the Village of Lake Barrington Adopted the Lake County All Natural Hazards Mitigation Plan. Recommended Action: Motion to approve Resolution No. 2023-R-______, a Resolution Regarding the Adoption of the 2022 Lake County All-Natural Hazards Mitigation Plan. C. CONSIDERATION OF AN ORDINANCE AMENDING THE LAKE BARRINGTON VILLAGE CODE TITLE 11, "TREES AND PLANTS"; PROTECTED TREES. Summary: At the last Committee of the Whole meeting, there was a discussion on amending the Village Code regarding protected trees, specifically Black Walnut Trees. Recommended Action: Motion to Approve Ordinance No. 2023-O-_______, an Ordinance Amending the Lake Barrington Village Code Title 11, "Trees and Plants". D. CONSIDERATION OF A FIREWORKS PERMIT FOR LAKE BARRINGTON SHORES FOR THEIR 50TH ANNIVERSARY CELEBRATION ON JULY 22, 2023 WITH A RAIN DATE OF JULY 23, 2023 Summary: Lake Barrington Shores (LBS) is celebrating their 50th Anniversary with many events scheduled throughout the year. They have applied for a fireworks permit for their event on July 22 as required by the Village. Recommended Action: Motion to approve the fireworks permit application for Lake Barrington Shores for their event on Saturday, July 22, 2023 with a rain date of Sunday, July 23, 2023 pending the updated Certificate of Insurance. E. ELECTRICAL FEEDERS - WELL #1 TO WATER PLANT - REPLACEMENT Summary: The electrical feeders at Well #1 need to be replaced. Recommended Action: Page 2 of 4 Motion to award the contract to Associated Electrical Contractors, LLC of Woodstock, IL in the amount of $48,207.00 F. WELL #2 VARIABLE FREQUENCY DRIVES (VFD) INSTALLATION Summary: The existing Supervisory Control and Data Acquisition System (SCADA) was upgraded in 2019. Well #2 needs a Variable Frequency Drive to be installed and connected to the SCADA system. Recommended Action: Motion to allow the Village Administrator to move forward with the Variable Frequency Drive installation at Well #2 in an amount not to exceed $16,000.00. Recommended Action: Motion to approve Items 7. A. through 7. F. as stated in the Recommended Action of the Consent Agenda.(roll call vote) 8. TREASURER'S REPORT A. Approve the Financial Statements as of May 31, 2023. B. Pay Bills in the amount of $1,065,150.52 as Listed on the Accounts Payable Warrant “A” Dated July 11, 2023. C. NORTHPOINTE PARKWAY, LAKE BARRINGTON, IL Summary: The Plan Commission/ZBA held a public hearing in consideration of a Special Use to establish, operate and maintain a virtual reality arcade in Unit 2B at 28039 W. Northpointe Parkway. The Plan Commission/ZBA recommended approval of the Special Use. Page 3 of 4 Recommended Action: Motion to approve Ordinance No. 2023-O-_____, an Ordinance Granting a Special Use for a Virtual Reality Arcade to be Operated by Ekciting VR, Inc. on the Property at 28039 W.
