OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. AUTHORIZATION OF A TEMPORARY USE FOR KELSEY ROAD HOUSE TO USE SCHOOL DISTRICT 220 PROPERTY ON KELSEY ROAD FOR OVERFLOW PARKING FOR THE KELSEY ROAD HOUSE 50TH ANNIVERSARY EVENT ON FRIDAY, AUGUST 18, 2023 Summary: Kelsey Road House will be having a 50th Anniversary Event on Friday, August 18, 2023. They have been in touch with School District 220 regarding the use of their property on Kelsey Road for overflow parking. The Village Board can authorize a Temporary Use for Kelsey Road House for the overflow parking for the 50th anniversary event on August 18, 2023 subject to compliance by Kelsey Road House with any conditions the Village Board may determine to be appropriate. Recommended Action: Motion to Approve the Temporary Use for Kelsey Road House to use School District 220 Property on Kelsey Road for Overflow Parking for the Kelsey Road House 50th Anniversary Event on Friday, August 18, 2023. B. CONSIDERATION OF AN ORDINANCE AMENDING THE VILLAGE CODE REGARDING HEIGHT RESTRICTIONS ON NUISANCE TREES, WEEDS AND OTHER NUISANCE PLANTS Summary: At the last Committee of the Whole Meeting, there was discussion on a draft Ordinance regarding height restrictions for weeds and other nuisance plants. The Village Board was in favor of adopting the amended Ordinance which would put in place height restrictions for weeds and other nuisance plants with the exception of open space, other places that are publicly held such as parks, a preserve by any not-for-profit corporation, or any lot or parcel that falls in the Village's Agricultural Overlay District. Recommended Action: Motion to approve Ordinance No. 2023-O-19, an Ordinance Amending Title 11, "Trees and Plants", Chapter 3, "Nuisance Trees, Weeds, and Other Nuisance Plants", Article A "Weeds and Other Nuisance Plants". C. MAC STRATEGIES CONSULTING AGREEMENT Summary: The Village has retained Mac Strategies Group since 2015 to perform services that include assessing the Village's communications plans/tools on an ongoing basis, assuring information is provided to the public, assuring information is provided to the media on issues related to economic development, assisting with the Village newsletter, and other related services. Over the past few months, we have been in discussions with Mac Strategies Group on the 2023-2024 Agreement. The Agreement has been modified in that the Village will pay Mac Strategies Group $5,000.00 per quarter. Recommended Action: Motion to approve Ordinance No. 2023-O-20, Ordinance Approving and Authorizing the Execution of an Agreement with Mac Strategies Group, Inc. to Provide Certain Consulting Services to the Village. D. MUNICIPAL WASTE, RECYCLING AND YARD WASTE AGREEMENT Summary: The current agreement with Waste Management expires September 30, 2023. The Village worked with the Solid Waste Agency of Lake County (SWALCO) on putting a Page 2 of 4  proposal out to all the area waste haulers. The proposals were due on July 28, 2023. A total of three proposals were received. LRS has come in as the lowest proposal at $22.50 per unit for waste, recycling, and unlimited waste collection. The proposal also includes Landscape waste, a subscription rate for 8 months, and landscape waste, cost per sticker. The annual cost for LRS is $633,130.00, which is a 12% decrease from Waste Management's proposal of $721,704.40. Recommended Action: Motion to approve Ordinance No. 2023-O-21, an Ordinance Amending Title 3, "Public Health and Safety", of the Village of Lake Barrington Village Code and Approving and Authorizing the Execution of an Exclusive Municipal Solid Waste, Recycling, and Yard Waste Agreement. E. VAN SCOYOC ECORESTORATION PROFESSIONAL SERVICES AGREEMENT EXTENSION Summary: Jim Crum with Van Scoyoc Associates has been assisting the Village in the evaluation and recommendation of potential ecosystem restoration improvements to Flint Creek and Flint Lake. Federal Funding is available for 100% of an Army Corps study and may be available for 100% of any improvements due to the Federal Infrastructure Bill. This contract extension is through July 31, 2024 and that will allow the continuation of his work on behalf of the Village. Recommended Action: Motion to approve Resolution No. 2023-R-13, a Resolution Approving and Authorizing the Execution of an Agreement for Professional Services with Van Scoyoc Associates Relative to the Village's Possible Environmental and Water Quality Initiative.
