Page 1 of 5 Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. CONSIDERATION OF A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH CHALMERS ST. CONSULTING, LLC FOR PROFESSIONAL SERVICES RELATIVE TO DEVELOPMENT OF AN IMPROVED BUILDING PERMITTING PROCESS FOR THE VILLAGE. Summary: The Village of Lake Barrington has been working with Chalmers St. Consulting since May on an improvement plan for the Building Permitting Process. The first step in the process was identifying gaps that needed to be resolved by building a new permitting tool. The second step in the process is building the permitting tool that will resolve these issues, getting feedback from residents and contractors on their frustrations with the permitting process, and testing out the product that was developed. We are currently entering the second step and the Village Board needs to approve that Statement of Work (SOW) to continue moving forward in the process. Recommended Action: Motion to Approve Resolution No. 2023-R-14, a Resolution Approving and Authorizing the Execution of an Agreement with Chalmers St. Consulting, LLC for Professional Services Relative to Development of an Improved Building Permitting Process for the Village. B. CONSIDERATION OF A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH WORX SOLUTIONS FOR PROFESSIONAL SERVICES RELATIVE TO DEVELOPMENT OF A WEBSITE PORTAL FOR USE BY RESIDENTS OF THE VILLAGE. Summary: The Village has been working with Chalmers St. Consulting LLC, for the development of a portal for the building permit process. Part of the process includes the complete build out of the website/portal and the workflow tool. For this part of the process, Chalmers St. is recommending that we work with WorX Solutions to build the portal. The WorX Solutions proposal includes the build out of the website/portal, testing of the website/portal and staff training. Recommended Action: Motion to Approve Resolution No. 2023-R-15, a Resolution Approving and Authorizing the Execution of an Agreement with Worx Solutions for Professional Services Relative to Development of a Website/Portal for use by Residents of the Village. C. BARN STOMP! Summary: The Open Space and Special Events Committee led by Trustee Perkins and staff have planned the 2023 Barn Stomp! which will take place on Saturday, September 30, 2023 from 4:00-8:00pm. Activities for the day include: No Filter band playing from 4:30- 7:30pm, face painting, a bonfire, petting zoo, s'more kits for the kids, a food truck and Page 2 of 5  ice cream truck, games and a visit from Axel, the K9 from Lake County Sheriff's Department. Recommended Action: Motion to approve the Temporary Use Special Event Application and Class K Special Temporary License for the Barn Stomp! at Freier Farm on September 30, 2023. D. PEPPER PARK FEST Summary: The Barrington Area Chamber of Commerce (BACC) and the merchants in Pepper Park are working together to host Pepper Park Fest on Saturday, September 23, 2023. The event will be held from 11:00am to 3:00pm at the Angel Water parking lot and the Pepper Park Coffee parking lot. Activities for the day include music, a food vendor, vendor booths, and activities for the kids. Recommended Action: Motion to approve the Temporary Use-Special Event for Pepper Park Fest on Saturday, September 23, 2023. E. CONSIDERATION OF AN ORDINANCE AMENDING THE VILLAGE CODE RELATIVE TO DRIVEWAYS AND CULVERTS. Summary: The Village has a program with Cuba Township where if a resident is replacing their driveway and the culvert is in need of replacement, it will be replaced at no cost to the resident. Cuba Township replaces the culvert and invoices the Village for the work completed. Over the past few weeks, the Village Engineer, Cuba Township Highway Commissioner and Village Administrator have been working together on updating the language in our code to make sure that the language is consistent for the types of culverts that are being installed. Recommended Action: Motion to Approve Ordinance No. 2023-O-22, and Ordinance Amending the Village Code Title 6, "Public Ways and Public Property", Section 6-4-5 "Hard Surface Driveways, Definitions, and Specifications", and Title 9 "Subdivisions", Section 9-5-3, "Required Improvements". F. CONSIDERATION OF AN ORDINANCE ADOPTING BY REFERENCE THE LAKE COUNTY WATERSHED DEVELOPMENT ORDINANCE AS AMENDED ON OR ABOUT JULY 11, 2023 AND AMENDING CHAPTER 1 OF TITLE 10 OF THE VILLAGE OF LAKE BARRINGTON VILLAGE CODE. Summary: The Village of Lake Barrington has adopted the Lake County Watershed Development Ordinance (WDO). The purpose of the WDO is to ensure that new development does not increase existing stormwater problems or create new ones. The Lake County Board adopted 35 amendments (which includes new FEMA maps) to the WDO on July 11, 2023. With that adoption, came the official start of the adoption period for communities to adopt the revised Ordinance. On July 14, 2023, the Village of Lake Barrington sent the required 30-day preadoption notice to the Illinois Capital Development Board, and had three copies available at Village Hall for public inspection for thirty (30) days. All communities in Lake County are required to adopt the revised Ordinance within the adoption period from July 12, 2023 through October 5, 2023. Page 3 of 5  Recommended Action: Motion to Approve Ordinance No. 2023-O-23, An Ordinance Adopting the Lake County Watershed Development Ordinance as Amended on or About July 11, 2023 and AmendingChapter 1 of Title 10 of the Village of Lake Barrington Village Code. G. CONSIDERATION OF AN ORDINANCE AMENDING THE COMPENSATION OF THE VILLAGE OF LAKE BARRINGTON VILLAGE TREASURER. Summary: The Village Treasurer had previously planned on retiring in the fall of 2023. After recent discussions with the Chair of the Finance, Human Resources & Administration Committee, it was determined that the Village Treasurer will continue with the Village of Lake Barrington through one more budget cycle and retire at the end of April 2024. The Finance, Human Resources & Administration Committee has met and previously discussed with the Board in Closed Session the Village Treasurer's retirement date and recommended compensation. Recommended Action: Motion to Approve Ordinance No. 2023-O-24, An Ordinance Amending the Compensation of the Village of Lake Barrington Village Treasurer. H. CONSIDERATION OF AWARDING A CONTRACT TO WATER WELL SOLUTIONS ILLINOIS LLC OF OCONOMOWOC, WI FOR THE WELL #1 MAINTENANCE AND REHABILITATION IN THE AMOUNT OF $38,774.00. Summary: In preparing the Fiscal Year 2024 Budget, Well #1 located at 22135 Kelsey Road was identified as being in need of preventative maintenance, repair/rehabilitation work and testing. Money was budgeted in the Water and Sewer Fund for this work. Sealed proposals were accepted by the Village of Fox River Grove Village Hall until 10:00am on August 29, 2023. The sealed proposals were publicly opened and publicly read at that time. The lowest qualified bidder for the project was Water Well Solutions Illinois LLC of Oconomowoc Wisconsin. Their bid for the project was $38,774.00. Recommended Action: Motion to Award a Contract to Water Well Solutions Illinois LLC of Oconomowoc, WI for the Well #1 Maintenance and Rehabilitation in the Amount of $38,774.00. 8.
