OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Page 1 of 4 Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. APPROVE THE VILLAGE BOARD AND PLAN COMMISSION 2024 REGULAR MEETING SCHEDULE Summary: The 2024 Village Board and Plan Commission regular meeting schedule is adopted by the Village Board every year. Recommended Action: Motion to approve the Village Board and Plan Commission 2024 Regular Meeting Schedule. B. ILCMA 2024 WINTER CONFERENCE. Summary: The Illinois City/County Management Association will hold its Winter Conference in Bloomington, IL February 7-9, 2024. Recommended Action: Motion to approve the estimated ILCMA conference expenses. C. CONSIDERATION OF AN INDEPENDENT CONTRACTOR AGREEMENT WITH TPI BUILDING CODE CONSULTANTS, INC. OF SOUTH ELGIN, IL FOR BUILDING PLAN REVIEW AND INSPECTION SERVICES. Summary: The Village of Lake Barrington is looking to enter into an Independent Contractor Agreement with TPI Building Code Consultants, Inc. for Building Plan Reviews and Inspection Services. The Agreement would be effective January 1, 2024. Recommended Action: Motion to Approve an Independent Contractor Agreement with TPI Building Code Consultants, Inc. of South Elgin, IL for Building Plan Review and Inspection Services. Recommended Action: Motion was made by Trustee XXXX and seconded by Trustee XXXX to approve Items 7.A. through 7. C. as stated in the Recommended Action of the Consent Agenda 8. TREASURER'S REPORT A. Approve the Financial Statements as of October 31, 2023. B. Pay Bills in the amount of $181,916.96 as Listed on the Accounts Payable Warrant “A” Dated December 5, 2023. C. Pay Bills in the amount of $221,507.23 as Listed on the Accounts Payable Warrant “B” Dated December 5, 2023. D. 2024 EMPLOYEE HEALTH INSURANCE. Page 2 of 4 Summary: Staff has received the 2024 Blue Cross/Blue Shield (BCBS) renewal quotes. The Insurance Committee is recommending retaining BCBS PPO and HMO health insurance options and the same BCBS dental option, as well as the continuation of a Health Savings Account (HSA). Recommended Action: Motion to approve the employee health and dental plan with Blue Cross/Blue Shield, as administered by Better Business Planning, Inc., and that the HRA and HSA be administered by Flexible Benefit Service, LLC. 9. Open Space and Special Events (S. Perkins) 12. OLD BUSINESS 13. ORDINANCES A. CONSIDERATION OF AN ORDINANCE UPDATING THE EMPLOYEE POLICY MANUAL. *OPTIONS A, B, AND C WILL BE CONSIDERED. Summary: The Employee Policy Manual is updated periodically to reflect new policies that are being adopted. Recommended Action: Motion to approve Ordinance No. 2023-O-30, an Ordinance Amending the Lake Barrington Village Code Chapter 6, "Municipal Officers and Employees", of Title 1, "Administration" - Adoption of Amended and Restated Employee Manual. B. CONSIDERATION OF AN ORDINANCE GRANTING A ZONING VARIATION AT THE PROPERTY LOCATED AT 24477 N. BLUE ASTER LANE. Summary: At the November 30, 2023 Plan Commission Zoning Board of Appeals meeting, petitioners Ruth M. Littauer and Eric E. Littauer requested a variation from Section 8- 4-3 "R-1 Single Family Residential District", of the Village's Zoning Ordinance, for a reduction in the side yard setback for the property located at 24477 N. Blue Aster Lane. Recommended Action: Motion to Approve Ordinance No. 2023-O-31, An Ordinance Granting a Zoning Variation (RE: Property of Ruth M. Littauer and Eric E. Littauer, as Trustees 24477 N. Blue Aster Lane. Page 3 of 4 C. TAX LEVY ORDINANCE 2024. Summary: Last month, the Village Board adopted a Resolution for a 0% increase in the Village Tax Levy for 2024. This reflects the Village's disciplined management of taxpayer dollars and its commitment to economic development. Recommended Action: Motion to approve Ordinance No. 2023-O-32, an Ordinance for the Tax Levy and Assessment of Taxes for the Village of Lake Barrington in the amount of $823,000.00. 14.
