PRESIDENT'S REMARKS (President Richardson) 6. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. Page 1 of 3 All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. CONSIDERATION OF A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A STATEMENT OF WORK 0003 AND ADDENDUM TO STATEMENT OF WORK 0003 WITH CHALMERS ST. CONSULTING INC. FOR PROFESSIONAL SERVICES RELATIVE TO DEVELOPMENT OF AN IMPROVED BUILDING PERMITTING PROCESS FOR THE VILLAGE. Summary: The Village of Lake Barrington has been working with Chalmers St. Consulting since May on an improvement plan for the building permitting process. The first step in the process was identifying gaps that needed to be improved by building a new permitting tool. The second step in the process was to build the permitting tool, getting feedback from focus groups on the permitting process, and testing out the product that was developed. The work on the second step is nearing completion and we are getting ready to enter into the third step in the process and the Village Board needs to approve that Statement of Work (SOW) to continue moving forward in the process. Recommended Action: Motion to Approve Resolution No. 2024-R-01, a Resolution Approving and Authorizing the Execution of a Statement of Work 0003 and Addendum to Statement of Work 0003 with Chalmers St. Consulting, LLC for Professional Services Relative to Development of an Improved Building Permitting Process for the Village. B. CONSIDERATION OF AN ORDINANCE AMENDING THE LAKE BARRINGTON VILLAGE CODE SECTION 2-3-6 "CLASSIFICATION OF LICENSES". Summary: The Village of Lake Barrington Village Code lists out a the different classifications of Liquor Licenses and the number of licenses in each classification. If a business closes, or chooses to no longer sell liquor, the Village Board is required to amend the Village Code to reduce the number of Liquor Licenses in that particular classification. Recommended Action: Motion to Approve Ordinance No. 2024-O-01, an Ordinance Amending the Lake Barrington Village Code Section 2-3-6 "Classification of Licenses". C. CONSIDERATION TO APPOINT REBEKAH HARRINGTON FOR THE POSITION OF VILLAGE CLERK/EXECUTIVE ASSISTANT. Summary: The Village of Lake Barrington recently conducted a recruitment for a Village Clerk/Executive Assistant. A total of 28 resumes were received, and eight candidates were interviewed for the position. Recommended Action: Motion to approve the appointment of Rebekah Harrington for the position of Village Clerk/Executive Assistant.
