OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be Page 1 of 6 considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. CONSIDERATION OF A RESOLUTION AUTHORIZING AND APPROVING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT FOR COOPERATIVE TRAFFIC CONTROL BY AND AMONG THE VILLAGE OF TOWER LAKES, THE VILLAGE OF NORTH BARRINGTON, AND THE VILLAGE OF LAKE BARRINGTON. Summary: The Intergovernmental Agreement (IGA) is a renewal of a cost-share agreement with the Village of Tower Lakes and the Village of North Barrington, which provides that the Village of Tower Lakes provide traffic control services at the intersection of Grandview Drive and Route 59 twice a day at the peak arrival and departure times for North Barrington School. Recommended Action: Motion to Approve Resolution No. 2024-R-05, A Resolution Authorizing and Approving The Execution of an Intergovernmental Agreement for Cooperative Traffic Control By And Among The Village Of Tower Lakes, The Village of North Barrington, And The Village of Lake Barrington. B. CONSIDERATION OF AN AGREEMENT EXTENSION WITH VAN SCOYOC ECORESTORATION PROFESSIONAL SERVICES. Summary: Jim Crum with Van Scoyoc Associates has been assisting the Village in the evaluation and recommendation of potential ecosystem restoration improvements to Flint Creek and Flint Lake. Federal Funding is available for 100% of an Army Corps study and may be available for 100% of any improvements due to the Federal Infrastructure Bill. This contract extension is through July 31, 2025 and that will allow the continuation of his work on behalf of the Village. Recommended Action: Motion to approve Resolution No. 2024-R-06, a Resolution Approving and Authorizing the Execution of an Agreement for Professional Services With Van Scoyoc Associates Relative To The Village's Possible Environmental and Water Quality Initiative. C. ICMA ANNUAL CONFERENCE Summary: The 2024 International City/County Management Association's (ICMA) annual conference will be held this year on September 21 - 25, 2024 in Pittsburg, Pennsylvania. Recommended Action: Motion to approve the estimated ICMA conference expenses. D. CONSIDERATION OF A CLASSIFICATION AND COMPENSATION STUDY BY MGT OF AMERICA CONSULTING, LLC (MGT) IN THE AMOUNT OF $8,700.00. Summary: The Village of Lake Barrington solicited proposals from three Human Resources Consulting Firms to conduct a Classification and Compensation Study for the full time Page 2 of 6  positions within the Village. This study will provide the Village with internal equity, job comparability, pay equity, and a pay plan for all Village positions. Recommended Action: Motion to approve a Classification and Compensation Study by MGT of America Consulting, LLC in the amount of $8,700.00. E. CONSIDERATION OF AN ORDINANCE AMENDING THE VILLAGE CODE; TITLE 1: SECTION 1-10-7, "FEES, CHARGES AND OTHER AMOUNTS PAYABLE TO THE VILLAGE", RELATIVE TO TITLE 7, "BUILDING REGULATIONS": TITLE 7: CHAPTER 2, "BUILDING PERMITS". Summary: Over the past several months, staff from Lake Barrington Shores (LBS) and the Village have been meeting to work on a way to simplify the building permitting process. Oftentimes, the question comes up on who is responsible for obtaining the building permit; is it the Lake Barrington Community Homeowners Association (LBCHA), the individual Condominium Associations or the condominium owner him/herself. After several meetings, the team was able to classify the types of permits that are needed in LBS and put them in categories. This will make it easier to identify who the responsible party is in obtaining the building permit. Recommended Action: Motion to Approve Ordinance No. 2024-O-12, An Ordinance Amending the Village of Lake Barrington Village Code; Title 1: Section 1-10-7, "Fees, Charges, and Other Amounts Payable to the Village", Relative to Title 7, "Building Regulations": Title 7: Chapter 2, "Building Permits". F. CONSIDERATION OF APPROVAL OF THE CONCEPTUAL PLANS, FINAL PLANS AND SPECIFICATIONS AND BUILDING PERMIT FOR THE SPLASH PAD OWNED AND OPERATED BY THE LAKE BARRINGTON COUNTRYSIDE PARK DISTRICT, LOCATED AT 28039 N. OLD BARRINGTON ROAD, LAKE BARRINGTON, ILLINOIS. Summary: The Lake Barrington Countryside Park District has submitted plans to replace their splash pad at the municipal property located at 23860 N. Old Barrington Road. The plans have gone through the permitting process and the building permit is ready to be issued. The current Intergovernmental Agreement (IGA) with the Lake Barrington Countryside Park District and the Village of Lake Barrington states that the Park District shall not make any substantial capital improvements to the Lake Barrington Municipal Center Property without first obtaining prior written approval of the Corporate Authorities of the Village for both conceptual plans and final plans and specifications and a building permit for any such permit. Recommended Action: Motion to approve the conceptual plans, final plans and specifications and building permit for the splash pad owned and operated by the Lake Barrington Countryside Park District, located at 28039 N. Old Barrington Rd., Lake Barrington, IL. G. CONSIDERATION OF AN ORDINANCE AMENDING THE VILLAGE OF LAKE BARRINGTON VILLAGE CODE; RE: TITLE 6, "PUBLIC WAYS AND PUBLIC PROPERTY": SECTION 6-3-11, "OWNER TO MAINTAIN PARKWAYS AND DITCH: CUTTING OF WEEDS AND GRASSES IN ADJACENT RIGHTS-OF- WAY"; TITLE 7, "BUILDING REGULATIONS": SECTION 7-3-8, "PROPERTY MAINTENANCE CODE ADOPTED"; AND TITLE 11, "TREES AND PLANTS": Page 3 of 6  SECTION 11-3A-1, "WEEDS DECLARED A NUISANCE; HEIGHT RESTRICTION". Summary: This evening, an updated Ordinance is being presented regarding public ways and public property. The suggested changes include requiring the property owner to maintain the adjacent right-of-way between their property and the curb, or between the property and the edge of the street where there is no curb free from all weeds. The weeds may not be in height in excess of six inches. Recommended Action: Motion to approve Ordinance No. 2024-O-13, An Ordinance Amending the Village of Lake Barrington Village Code; Title 6, "Public Ways and Public Property": Section 6- 3-11, "Owner to Maintain Parkways and Ditch: Cutting of Weeds and Grasses in Adjacent Rights-of-Way", Title 7, "Building Regulations": Section 7-3-8, "Property Maintenance Code Adopted"; and Title 11, "Trees and Plants": Section 11-3A-1, "Weeds Declared a Nuisance; Height Restriction". H. CONSIDERATION OF A PROPOSAL FROM CUBA TOWNSHIP ROAD DISTRICT IN THE AMOUNT OF $16,779.00 FOR THE MILLING AND PATCHING OF THE POTHOLES ON PEPPER ROAD AT NORTHPOINTE PARKWAY. Summary: At the June Committee of the Whole meeting, there was a discussion on the potholes on Pepper Road, right by Northpointe Parkway. Staff had a quote from Cuba Township Road District to fill the potholes. Staff received an updated quote after the meeting, and that quote is included in the packet for the Board's consideration. Recommended Action: Motion to Approve the Proposal from Cuba Township Road District in the Amount of $16,779.00 for the Milling and Patching of the Potholes on Pepper Road at Northpointe Parkway. I. CONSIDERATION TO APPROVE AN AGREEMENT WITH CORRECTIVE ASPHALT MATERIALS, LLC IN THE AMOUNT OF $81,944.71 FOR THE PAVEMENT PRESERVATION PROGRAM. Summary: The Village has applied the pavement sealant, Reclamite, in the past to newly paved streets in order to extend pavement life. Reclamite was not applied to the newly paved streets in 2023, but it is recommended to include those streets with the newly paved streets from the 2024 Street Paving Program. The streets that are recommended for the Reclamite sealant are: Harbor Dr., Beacon Dr., Vance Ct., Cove Ct., Cutter Ln., Schooner Ln., Dock Dr., Buoy Ct., Bark Ct., Hillfarm Rd., Lookout Pointe Rd. Linden Dr., and Oak Ct. Recommended Action: Motion to approve an Agreement with Corrective Asphalt Materials, LLC in an amount not to exceed $81,944.71. Further, authorize the Village Administrator to expend a contingency amount of up to 10% ($8,194) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents. J. CONSIDERATION OF A QUOTE IN THE AMOUNT OF $19,863.21 FROM XYLEM WATER SOLUTIONS, USA INC. FOR PUMP #1 IN THE COMMERCIAL Page 4 of 6  LIFT STATION. Summary: The Fiscal Year 2025 Water and Sewer Fund has funds budgeted to replace Pump #1 in the Commercial Lift Station. Recommended Action: Motion to Approve the Quote from Xylem Water Solutions, USA Inc. in the Amount of $19,863.21 and a 10% Contingency for the Village Administrator to Cover any Additional Costs that May Arise.
