1. CALL TO ORDER
Mayor Sheehy called the meeting to order at 4:30 p.m.
2. PLEDGE OF ALLEGIANCE
The Mayor led in the Pledge of Allegiance.
Mayor Sheehy announced that the City Council has resumed in-person attendance at
public meetings. He said members of the public can attend in-person or watch or listen to
the meeting on Channel 4, or live stream on the City’s website. He added that public
comments are being accepted by emailing the City Clerk at cityclerk@lhcaz.gov at least
one-hour prior to the posted start time of the meeting.
3. ROLL CALL
Present: 7- Mayor Cal Sheehy, Vice Mayor David Lane, Councilmember
Jeni Coke, Councilmember Gordon Groat, Councilmember
Michele Lin, Councilmember Donna McCoy and
Councilmember Jim Dolan
4. CALL TO THE PUBLIC
Mayor Sheehy noted that no written public comments were received. There were no
requests to address the Council.
5. VOTE TO ADJOURN TO EXECUTIVE SESSION
EXECUTIVE SESSION PURSUANT TO A.R.S. § 38-41.03(A)(1)&(3):
1.) Discussion or Consideration of Employment, Assignment, Appointment,
Promotion, Demotion, Dismissal, Salaries, Disciplining, or Resignation of a
Public Officer, Appointee or Employee
1.1) Annual Evaluation of City Magistrate
1.2) Annual Evaluation of City Attorney
1.3) Annual Evaluation of City Manager

The public body shall provide each appointee with written notice of the executive session
as is appropriate, but not less than twenty-four hours for each appointee to determine
whether the discussion or consideration should occur at a public meeting. Except for salary
discussions, each appointee may demand the discussion or consideration to occur in
public.
2.) Discussion or Consultation for Legal Advice with the City Attorney or Attorney
for the City, if Necessary
2.1) Annual Evaluation of City Magistrate
2.2) Annual Evaluation of City Attorney
2.3) Annual Evaluation of City Manager
Any records or documents distributed to the City Council or any conversations occurring
during executive session shall be kept confidential. Legal action involving a final vote or
decision shall not be taken at an executive session.
Councilmember McCoy moved to adjourn to executive session, seconded by Vice
Mayor Lane, and carried by the following vote:
Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke,
Councilmember Groat, Councilmember Lin, Councilmember
McCoy and Councilmember Dolan
6. ADJOURN TO EXECUTIVE SESSION
The City Council adjourned to executive session at 4:33 p.m.
7. RECONVENE TO SPECIAL MEETING
Vice Mayor Lane moved to reconvene to special meeting, seconded by
Councilmember Dolan, and carried by the following vote:
Aye: 7 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke,
Councilmember Groat, Councilmember Lin, Councilmember
McCoy and Councilmember Dolan
The City Council reconvened to special meeting at 6:15 p.m.
8. PUBLIC HEARING
8.1 ID 20-2412 Discussion and Possible Action, If Necessary, to Comply with Arizona
Open Meeting Law Following the Executive Session Regarding Annual
Evaluation of City Magistrate.
Possible Actions Include, but are not Limited to, Finding of Satisfactory or

1. Members of the public can attend in-person or watch or listen to the meeting live

(i) Click on "Calendar" Tab
(ii) Look for City Council meeting (you may have to select it from the dropdown
list) and select the meeting date
(iii) Click the "In Progress" link in the column titled Video
C. View the meeting live at lhcaz.gov/tv
2. Members of the public can submit written comments for the Call to the Public and
Public Hearing items by emailing the City Clerk at cityclerk@lhcaz.gov
(Comments must be received at least one (1) hour prior to the posted start time for the
meeting. Comments may or may not be read. Please be sure to include your name and
address for the record as well as the meeting date (and Agenda Item #, if applicable)
in the subject of your email.)
Notice is hereby given pursuant to A.R.S. § 38.431.02 that members of the City Council
may attend by audio/video conference call.
Lake Havasu City endeavors to ensure the accessibility of all of its programs, facilities, and services to all persons
with disabilities in accordance with the Americans with Disabilities Act. If you need an accommodation for a
meeting, please contact the City Clerk at 453-4142 at least 24 hours prior to the meeting so that an
accommodation can be arranged.
Anyone wishing to address the council on an item not shown on the agenda should fill out a “Request to Speak”
form, which will be found on the desk located at the entrance to the meeting room, and hand it to the City Clerk.
Action as a result of public comment on an item not on the agenda will be limited to directing staff to study the
matter or rescheduling the matter to a later date.
The City Council may vote to hold an executive session for the purpose of obtaining legal advice from the City’s
attorney on any matter listed on the agenda under A.R.S. § 38-431.03(A)(3).

We will now have an open call to the public for citizens wishing to address the council on issues within the
jurisdiction of the city. Your comments must be limited to three (3) minutes or less. If you wish to address
an item already on tonight’s agenda, you should wait until that item is announced for a public hearing. At the
conclusion of the open call to the public, individual members of the council may respond to criticism made
by those who have addressed the council, may ask staff to review a matter or may ask that a matter be put
on a future agenda. However, members of the council cannot discuss or take legal action on matters not
already on the agenda.
