CALL TO ORDER Mayor Sheehy called the meeting to order at 6:00 p.m. 2. INVOCATION: Pastor Kay Zimmerman, City On A Hill International Church Pastor Kay Zimmerman, City on a Hill International Church, gave the invocation. 3. PLEDGE OF ALLEGIANCE: Hospice of Havasu Ms. Jenny Tocker, Hospice of Havasu, led in the Pledge of Allegiance. 4. CALL TO THE PUBLIC Mr. Mark Curry, citizen, addressed the council and congratulated the newly elected Councilmembers. He said current city ordinances do not address owners walking their pets in the channel without feet protection, or noise levels in the channel. He spoke on the city profiling motorcycle clubs which is affecting the overall attitude of the citizens to motorcycle clubs in town and added that the city needs to do something regarding workforce housing. Ms. Frankie Lyons, citizen, addressed the council and said on September 6, 2022, the former CEO of Interagency will be in federal court indicted on eighteen counts of theft from employee benefit plans and misappropriation of revenue from the sale of a home that was donated and rented to Judge Kalauli. She said the home was eventually sold and proceeds cannot be accounted for, and in addition, the grant from the city in the amount of $50,000 could not be accounted for and was to be used to assist the Veterans Treatment Court. She said at that time Councilmember Lin was the only one on city council to step up and ask for accountability. Mr. Thuneman explained that a final plat is the last step of the subdivision process, and its primary purpose is to delineate property boundaries and describe dedicated rights-of-ways and easements. He said once approved and signed; it becomes a legal document that is recorded with the Mohave County Recorder’s Office and allows the Lake Havasu City Page 2 Printed on 8/24/2022 City Council Minutes - Final August 9, 2022 subdivided lots to be sold. Councilmember Lin clarified that this item is not approving more lots, just approving the property lines, to which Mr. Thuneman said yes. He said the original Planned Development (PD) which approved up to 697 lots was approved in 2003. Vice Mayor Dolan asked if these 50 lots are included in the original 697 lots, to which Mr. Thuneman said yes. He added that with the addition of these 50 lots, it brings the total number of platted lots to 585, with 112 lots left to be platted. Mayor Sheehy opened the public hearing. There being no comments, he closed the public hearing. Vice Mayor Dolan moved to approve the final subdivision plat for Tract 2381, a portion of Havasu Foothills Estates Phase II, the Villas, the subdivision of 50 residential lots and public right-of-way in the Mixed-Use Neighborhood District, seconded by Councilmember Moses, and carried by the following vote: Aye: 6 - Mayor Sheehy, Councilmember Lane, Councilmember Lin, Councilmember Moses, Councilmember Coke and Vice Mayor Dolan Recused: 1 - Councilmember Campbell 7. CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 22-3414 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions (Kelly Williams) City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. She added that applications are available at City Hall and on the City’s website at www.lhcaz.gov. 7.2 ID 22-3417 City Manager’s Report (Jess Knudson) City Manager Jess Knudson reported on the following: • Announced various events and proclamations. • Reminded citizens to be extra cautious driving in school zones. 8. (Bill Young) Transportation and Maintenance Superintendent Bill Young advised that this item is requesting approval of a cooperative purchase for two 2022 Polaris Ranger XP1000 vehicles for the Water Division (meter readers). He said the existing Polaris Rangers have exceeded their points and need to be replaced and added that these new Rangers are slightly larger and have air conditioning. Councilmember Campbell was concerned with utilizing Polaris Rangers for meter-readers due to safety and rear-end ratios, to which Mr. Young said the city has been using Polaris Rangers for approximately 20 years and the rear-end ratios actually help slow the vehicle down when stopping which reduces the use on the brakes. Mr. Young added that the Polaris Rangers have better access in and out of the vehicle, low maintenance, and there is a local dealer in Lake Havasu City for parts and supplies. Mayor Sheehy opened the public hearing. There being no comments, he closed the public hearing. Councilmember Lane moved to approve the multi-term Cooperative Purchase Agreement with Polaris Sales Inc. through its agreement with Sourcewell’s Contract 12220-PSI for the purchase of two (2) Polaris Ranger XP 1000s in the amount of $52,434.40, authorize the City Manager to execute the Cooperative Purchase Agreement, and authorize City staff to exercise the option to renew for an additional one-year term, seconded by Councilmember Coke, and carried by the following vote: Aye: 6 - Mayor Sheehy, Councilmember Lane, Councilmember Lin, Councilmember Moses, Councilmember Coke and Vice Mayor Dolan Nay: 1 - Councilmember Campbell 8.5 ID 22-3424 Approve Cooperative Purchase of Four (4) F150 Pickup Trucks with San Tan Auto Lake Havasu City Page 5 Printed on 8/24/2022 City Council Minutes - Final August 9, 2022 Partners, L.L.C. dba San Tan Ford (Bill Young) Mr. Young advised that this item is requesting approval of four F150 pickup trucks with San Tan Auto Partners, LLC, dba San Tan Auto Ford. Mr. Young said two of the vehicles are new purchases for new positions within Development Services in the amount of $79,587.67, and the other two vehicles are replacements in Wastewater in the amount of $67,785.72. He said once the city receives these vehicles, they will evaluate the five existing vehicles that are due for replacement to determine which two will be replaced and added that due to supply-chain issues there is a long lead-time to receive these vehicles. Mr. Young reviewed the vehicle replacement program and point system for qualification which was raised from 28 to 32 points several years ago. He said vehicle points are based on age, mileage, condition, maintenance history, and reliability. Vice Mayor Dolan asked about the lead-time and if the vehicles are on backorder, to which Mr. Young said there is a long lead-time. He added that the city currently has eight vehicles from last year that have been approved to be built but are not yet in production. Vice Mayor Dolan asked if those eight vehicles are in line before these four vehicles, to which Mr. Young replied yes. There was discussion regarding the pricing for the Ford F-250, F-350, and F-550’s not being available until October 2022. Councilmember Lane clarified that the city uses the point system to track the costs of repair and maintenance versus purchasing a new vehicle, to which Mr. Young replied that was correct. He said when a vehicle reaches a certain number of points typically the cost of repairs has already exceeded the cost of purchase. Mayor Sheehy opened the public hearing. Ms. Lyons addressed the council and asked why the city is purchasing four-wheel drive vehicles when they are not being used off-road, to which Mr. Young explained that only one of the vehicles will be four-wheel drive as it will be used by the new inspector position in Development Services which will need four-wheel drive to climb dirt hills and driveways. There being no further comments, Mayor Sheehy closed the public hearing. Councilmember Lane moved to approve the cooperative purchase of four (4) pickup trucks with San Tan Auto Partners, L.L.C. dba San Tan Ford in the amount of $147,373.39, and approve and authorize the City Manager to sign the Cooperative Purchase Agreement 500289, and authorize City staff to exercise the option to renew Cooperative Purchase Agreement 500289 in accordance with the Arizona State Lake Havasu City Page 6 Printed on 8/24/2022 City Council Minutes - Final August 9, 2022 Contract for up to a maximum of forty-eight (48) months, through March 16, 2028, seconded by Councilmember Coke, and carried by the following vote: Aye: 7 - Mayor Sheehy, Councilmember Campbell, Councilmember Lane, Councilmember Lin, Councilmember Moses, Councilmember Coke and Vice Mayor Dolan 9.
