APPROVED VILLAGE OF LAKE ZURICH COMMITTEE OF THE WHOLE APRIL 9, 2007 The meeting was called to order at 8:44 p.m. ROLL CALL: Present –Mayor Tolomei, Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor. Also present – Administrator Dixon, Village Attorney Browne, Finance Director Martynowicz, Police Chief Urry, Fire Chief Mastandrea, Park and Recreation Director Perkins, and Public Works Director/Engineer Heyden. APPROVAL OF MARCH 12, 2007 MINUTES: MOTION made by Trustee McAvoy, seconded by Trustee Taylor, to approve the minutes of the March 12, 2007 Committee of the Whole as submitted. Voice vote, all in favor. MOTION CARRIED. NEWSLINE –MAY EDITION Mayor Tolomei said he has not been able to write his Mayor’s Column yet but would do so soon. MOTION was made by Trustee Taylor, seconded by Trustee Bondi, to recommend the Board of Trustees approve the May edition of Newsline with the addition of the Mayor’s Column. AYES: 6 Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor NAYS: 0 MOTION CARRIED ORDINANCE DECLARING ITEMS AS SURPLUS PROPERTY Staff is recommending approval of an ordinance to declare certain properties as surplus as listed in Exhibit A. MOTION made by Trustee Coleman, seconded by Trustee Callahan, to recommend the Board of Trustees approval of an Ordinance Authorizing the Disposal of Personal Property Owned by the Village of Lake Zurich as set forth in Exhibit A. AYES: 6 Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor NAYS: 0 MOTION CARRIED AFFORDABLE HOUSING PLAN – IMPLEMENTATION OF TWO-YEAR GOALS AND AMENDMENT TO COMPREHENSIVE PLAN – PLAN COMMISSION RECOMMENDATION In his memorandum dated April 3, 2007, Village Planner Gadde reviews the implementation of second year goals for the Affordable Housing Plan. The Plan Commission held a public hearing Committee of the Whole Minutes, April 9, 2007 2 on March 7, 2007, to consider amendments and recommended an amendment to the comprehensive plan to incorporate the affordable housing goals. Administrator Dixon summarized the steps the Village has taken to be in compliance with State requirements on affordable housing. Although the requirements will not be in place until 2008, the Village has submitted their information and it was found acceptable by the State. The Village is waiting for some of their developments to proceed so they can be added to the amount of affordable housing units within the Village. MOTION made by Trustee Taylor, seconded by Trustee Callahan, to recommend the Board of Trustees approve the changes outlined in bold to the comprehensive plan as per the recommendation of the Plan Commission regarding affordable housing. AYES: 6 Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor NAYS: 0 MOTION CARRIED RESOLUTION SUPPORTING LAKE COUNTY OLYMPIC EQUESTRIAN CENTER The Lake County Forest Preserve District is requesting support of their draft resolution in favor of the temporary Lakewood Olympic Equestrian Center. MOTION made by Trustee Coleman, seconded by Trustee Taylor, to recommend the Board of Trustees recommend the passage of the resolution of support for the Lake County Olympic Equestrian Center. AYES: 6 Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor NAYS: 0 MOTION CARRIED OTHER BUSINESS: Mayor Tolomei asked people to participate in Operation R.O.S.E., (Remembering our Soldiers Everyday) which is a project Kristen Beholf has undertaken to provide necessary items to our soldiers. ADJOURNMENT: MOTION made by Trustee Bondi, seconded by Trustee Taylor, to adjourn the meeting. Voice vote, AYES have it. MOTION CARRIED.
