OCTOBER 8, 2007
The meeting was called to order at 8:00 p.m.
ROLL CALL: Present –Mayor Tolomei, Trustees Branding, Callahan, Johnson, Poynton, and
Taylor. Excused – Trustee McAvoy. Also present – Acting Village Administrator Martynowicz,
Village Attorney Browne, Police Chief Urry, Park and Recreation Director Perkins, Assistant
Public Works Director Duprey, and Building and Zoning Director Peterson.
APPROVAL OF SEPTEMBER 10, 2007 MINUTES:
MOTION made by Trustee Callahan, seconded by Trustee Branding, to approve the minutes of
the September 10, 2007 Committee of the Whole as submitted.
Voice vote, all in favor. MOTION CARRIED.
NEWSLINE –NOVEMBER EDITION
MOTION was made by Trustee Taylor, seconded by Trustee Callahan, to recommend the Board
of Trustees approve the November edition of Newsline.
AYES: 5 Trustees Branding, Callahan, Johnson, Poynton, and Taylor
NAYS: 0

BRADFORD REAL ESTATE COMPANIES & MIDWEST REAL ESTATE EQUITIES, INC.,
PROPOSAL FOR CHURCHILL PROPERTY IN KILDEER
Mayor Tolomei summarized the information in Administrator Dixon’s memorandum dated
October 3, 2007, that reacts to a proposal from the Village of Kildeer regarding the development
of the Churchill parcel and the northeast corner of Rand and Cuba Roads that is governed by the
intergovernmental agreement and supplemental agreement between the villages. Mayor Tolomei
said he had offered a verbal proposal to Kildeer when he had met with them that the Villages
share the Churchill property and work together to realign South Old Rand Road. He said this
issue is being presented for informational purposes only and asked the Trustees to offer their
comments and recommendations.
Several Trustees expressed concern about giving control of South Old Rand Road to Kildeer and
objected to the Village of Lake Zurich getting the traffic and impact and not sharing in the
revenue. Kildeer does not intend to have the development come out on Cuba Road but rather
Rand Road or South Old Rand Road, which would need to be configured and put a burden on
Lake Zurich. Mayor Tolomei said according to the comments expressed this evening, the current
proposal does not appear to be acceptable. He said the Village would need to receive permanent
benefits before agreeing to the proposal. Mayor Tolomei said he and staff would relay this
comments to the Village of Kildeer.
