Minutes from Thursday, July 21, 2011, Laramie Board of Health meeting. MOTION BY YOUNG, second by Novick, to approve the Minutes From the July 21, 201i meeting. Aye:3 Nay: 0 Motion carried 2-B. Add a Discussion on WARN (Wyoming Alert and Response Network) to Agenda MOTION BY BURMAN, second by Young, to amend the agenda for August 18, 2011 to include discussion of WARN (Wyoming Alert and Response Network). Aye:3 Nay: 0 Motion carried. 3. DISCUSSION 3-A. WARN (Wyoming Alert and Response Network) Laramie Board of Health August 18, 2011 Page 1 of 4 Young shared information concerning the WARN, with the board. State of Wyoming has purchased a component of the system, designed as a warning system for recalls and/or outbreaks. The system has been upgraded to where a municipality can create its own list of food establishments and have a phone call, e-mail or fax generated to each establishment with notice of a food recall and/or disease outbreak. This is a recorded message without password protection. Currently, companies are referring to the distributors prior to a recall, before the FDA is advised of the problem and issues the formal recall. Discussion followed concerning the program. 4. NEW BUSINESS No items 5. OLD BUSINESS 5-A. Review of Monthly Inspections - July 15, 201 1 through August 11, 2011 Bear Bait Mobile - This is the owner's first establishment and locates usually in front of Bloedorn Lumber. Upon first inspection some violations were found due to his inexperience. A follow-up inspection will be made during the next week. EI Zarape Mexican Foods - Communication has been challenging. New owner understands what needs to happen and needs to explain to staff the requirements. There will be one more visit and if no results are exhibited, there will be invited to the Board of Health meeting for discussion. 1s' Inn Gold - Upon inspection the restaurant failed their first inspection due to no sanitizer for the dishwasher. Returned for follow up and owner had not followed instructions to obtain the sanitizer and is currently using spray bottle bleach for sanitizer. At the next inspection the Inspector will check for actual purchase and delivery of the proper sanitizer. Great Wall - Murrieta indicates that she wants to do an inspection with the owner present. Most violations are general cleanliness, but not on food contact surfaces. The buffet is being maintained better. Next inspection will be when owner is present. Jubilee Days - One vendor was being difficult in following requirements until supervision arrived and then the staff was more cooperative. Permit was perilously close to being pulled. Environmental Health Specialist has high hopes for next year and plans on 3-a-day inspections for quality. 5-B. Body Art Rules and Regulations Review (section 7-12, located on pages 10-17) A failed spore test is most often due to "operator error". Unless it item is implantable, there is no rule that you must go back and pull the autoclaved items. Tattoo shops are not able to do implantable devices. Section 7: Requirements for Premises Item H. Delete wording that begins with "at least 20 candles, 3 foot off the floor, except that at least 100 foot candles shall be provided at the level where the body at procedures is being performed and where instruments and sharps as assembled." This wording should be more generalized Laramie Board of Health August '18, 2011 Page 2 of 4 Item 1. Aquariums are soothing to waiting clients, however growing plants are not allowed in tattoo area. Item O. Delete Section 7, Item O, but keep sentences 1 and 2. Section 8: Infection and Exposure Control Written Procedures. ltemB-6: Delete"consistentwith29CFR19lO.1020." iSection 9: Instruments/Sterilizationi Within main paragraph, Change the wording in line 2 from "color change" to "process". A. Instrument Cleaninq Item 3. Change wording of "Heavy Duty" gloves to "Utility" gloves. Item 6. Delete sentence 6 and replace with "Organic matter must be properly removed" B. Instrument Packaqinq/Wrappinq Item 1. Change wording of "Heavy Duty" gloves to "Utility" gloves. Item 2. Delete sentence 1, 2, and 3 and replace with "Process indicators are required". Item 3. All packages shall be labeled on date of sterilization. i. Delete sentences 2 and 3. ii. Mary check on industry standards C. Instrument Sterilization Item 1. Combine sentences 1 and 3. Item 4. Maiy will check if this sentence is within industiy standard and if not sentence 4, items a through !, will be deleted E. Single Use Items Item 1. Delete wording "and shall be disposed of immediately in approved sharps containers." F. Times when an autoclave may not be required for a body art establishment and procedures Item 1 Delete wording "may not be" and insert "is". Delete sentence beginning with "If any instruments are reused... required." Item 2 Delete wording "The devise shall be... of the procedure." G. Instrument Recall Item 3 Delete wording "access if any items were used since the time of the last negative indicator test. The Department shall be notified of the mechanical failure" UNLESS this action is Industry Standard. SECTION 10: BODY ART PROCEDURES: A. Prohibitions Include: Item 1 Change wording of "person" to "client" ltem 3 Change wording of "pimples" to "acne" Laramie Board of Health August 18, 2011 Page 3 of 4 Item 5 Correct wording to reflect "on premise" B. The followinq procedures shall be practiced by all body artists. Item 9 Sentence needs to state clearly state how sprayed liquids are to be applied. Item 11 Change wording of "shall bathe daily" to "maintain good personal hygiene". C. Procedures specific to Tattooinq Item 5 Change wording of "and antiseptic" to "and approved for use in body art." D. Procedures Specific to Body Piercing 1. Underline the words "good condition". Mary indicated that at the end of regulations were some questions that had been raised. These items will be deleted. Mary suggested that once the regulations are completed that there should be an invitation to all body artists to discuss the regulations and hear their opinion. The Board agreed that the Body Art Policy and Procedures would be reviewed by the Board prior to approval. 5-C. FDA Standards - Review Power Point packages were taken by members in attendance for review for the September 8, 2011 meeting. Mario Seminara, Rocky Mountain Region Retail Food Safety Specialist will attend the meeting for additional discussion 6. DATE OF NEXT REGULAR MEETING The next regular meeting is scheduled for Thursday, September 8, 2011. All in attendance are available to attend. 7.
