CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES AUGUST 17,2020 MINUTES OF THE STUDY SESSION MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, AUGUST 17, 2020 REMOTELY VIA ZOOM. Present: Mayor Mykale Garrett and Mayor Pro Tem Kantor Council members Ian Ferguson, Donna Stallings Also Present: City Administrator, Dr. Sheryl Mitchell, City Attorney, Scott Baker, Asst. City Administrator/Treasurer, Pamela Bratschi, Community and Economic Development Manager, Susie Stec, Government Operations Asst., Kelda London and City Clerk, Yvette Talley Others Present: Cori Dahl, Recreation Intern Meeting was called to order at 6:03 p.m. by Mayor Garrett Purpose of the meeting is to discuss City Council Agenda items. Discussed items: A. Discussion – Scott Baker gave an overview and answered specific questions. Mr. Baker said he’s working on the ordinance and he reached out to Madison Heights City Attorney to look at the criteria for the ordinance. Lillian Lowery asked if there is a plan to change the current ordinance to allow marijuana businesses in the City of Lathrup Village Lathrup Village? Mayor Garrett explained they are extending the sunset and also putting together an ordinance in case it’s approved or allowed at all. B. Discussion- Road Improvement Bond Millage - Mayor Pro Tem Kantor said this will be on the November 3, 2020 ballot. There will be virtual informational meetings to provide input for the proposal but there will be informational meetings to explain what the proposal, how much it will cost residents, which roads will be done and which roads will not be done. C. Discussion- Traffic Control Ordinance – Dr. Sheryl Mitchell gave an overview and answered specific questions. There are a number of vehicles was using Sunnybrook Ave as the crossover to I696. Chief McKee contacted navigation system (Google) to modify their system to not direct traffic through residential streets. Chief Scott McKee stated Traffic Improvement Association conducted a study, there were disproportionate number of vehicles traveling on Sunnybrook. For the next 30 days Officers will be issuing written warnings. There have been studies done on Sunset and Eldorado and it was noted that speed is not an issue. Mayor Pro Tem Kantor (lives on Sunnybrook) stated traffic is a problem with cut-through traffic. Discussion on adding a traffic sign versus having an officer posted there. D. Site Plan Updates - Susie Stec gave an update on the gas station on Southfield Rd. – property owner has financing challenges. His building permit will expire November 2020, special land use approval will expire because he hasn’t done any work. This information has been communicated to the owner. Met with JMC Properties management company to review the deficiencies in their site plan. They will submit a revised plan that will be submitted and  reviewed by the Planning Commission September 15. Lathrup Village apartments they are moving forward with final phase of construction and their expired building permits will be reviewed administratively. Mayor and Council Comments Council member Ferguson gave an update on the meeting he and Council member Siddiqi had with Mr. Surnow. He indicated he had no idea what the meeting was about and the meeting was above board. Scott Baker stated that if any inquiries are received by City Council about obtaining marijuana business license or to sell or lease their property, refer them to City Staff, City Attorney or City Planner. Happy’s Pizza update – Susie Stec said it’s a possibility it could be a business selling sliders but she will speak with the owners and provide more information at a later date. E. Agenda Items discussion – Kyra Harris Bolden’s presentation will take place September 28th. Public Comments Mayor Pro Tem Kantor stated – As it relates to the proposal -what is the average cost to homeowners will be 3.9176 mills - average homeowner taxable value is $67,000 - $292 per year. Mayor and Council Comments Dr. Sheryl Mitchell stated that the Historical Society is looking for office space. Cori Dahl – Historical Society is looking for a museum area to benefit the public. Police Department is looking for extra storage space. The basement has a tendency to flood so to maintain historical artifacts is a concern. Adjournment Meeting adjourned at 6:57 p.m.
