CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES SEPTEMBER 14,2020 MINUTES OF THE STUDY SESSION MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, SEPTEMBER 14, 2020 REMOTELY VIA ZOOM. Present: Mayor Mykale Garrett and Mayor Pro Tem Kantor Council members Ian Ferguson, Donna Stallings Excused: Council member Saleem Siddiqi Also Present: City Administrator, Dr. Sheryl Mitchell, City Attorney, Scott Baker, Asst. City Administrator/Treasurer, Pamela Bratschi, Community and Economic Development Manager, Susie Stec, Government Operations Asst. and City Clerk, Yvette Talley Meeting was called to order at 6:04 p.m. by Mayor Garrett Purpose of the meeting is to discuss City Council Agenda items. Discussed items: A. Marijuana Licensing & Application Process Discussion – Scott Baker gave an overview and answered specific questions. This will be discussed at the Planning Commission meeting on September 15, 2020. B. Sign Ordinances Update Discussion- Next Planning Commission September 15, 2020 they will discuss Expressive signs and Lighting issues. C. House in the Woods – RFP was posted but there were no responses. An appraisal will be done for the property. In the future, a real estate agent will be contacted. D. Code Inspection & Property Maintenance Update – will check with applicants who previously applied but at the time were unavailable. Discussed using retired Police Officers for code inspection. Susie Stec gave an overview about the meeting with the JMC Properties management company for the property at 27208-60 Southfield Rd, 28600-90 Southfield Rd, 28820-80 Southfield Rd. There are substantial repairs needed. E. Sidewalk Program Update – Dr. Mitchell said this will be implemented early next year beginning with the commercial corridor and one sector of the city. Discussed waiving permit fees for residents who repair their sidewalk in front of their property. F. Municipal Separate Storm Sewer System (MS4) Inspection and National Pollutant Discharge Elimination System (NPDES) – Dr. Mitchell gave an overview and answered specific questions. The Michigan Department of Environment, Great Lakes and Energy (EGLE) will work with the Department of Public Services to address compliance issues. CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES SEPTEMBER 14,2020 Mayor and Council Comments Mayor Garrett said the yoga in the park and food giveaway was a success. Susie Stec announced Fall clean-up Saturday, September 26 - 9:00 a.m.-11:00 a.m. - Southfield corridor. Discussed service drive issues and will look into this area but safety is a concern. Contacted MDOT for removal of tires/debris. Looking into programming for shop small Saturday, winter market and artisan show. Second round of Loving Lathrup grant funding is open and accepting applicants until September 22, 2020. Town hall meetings will be scheduled regarding the Infrastructure millage. Dr. Mitchell asked everyone to complete the census form. Council member Stallings reminded everyone to be aware of the mosquito issues. Public Comments Lillian Lowrey- asked about code enforcement on a business 12 mile/Southfield Rd. a contractor left materials near her property. Consider Zoom as a way to show artisan fair, etc. Adjournment Meeting adjourned at 7:13 p.m.
