COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
October 27, 2016
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Council Member Sevier, Council Member Williams, Mayor Durham, and
Council Member Moore.
With a quorum present the meeting was called to order by Mayor Durham. The meeting opened with
Prayer and the Pledge of Allegiance.
Motion to approve the minutes of the October 10, 2016 Council Meeting was made by Council
Member Williams second by Council Member Fox. Motion passed unanimously.
Mayor Durham announced the closing if city offices on November 11 for Veterans Day and that the
annual Veterans Day Parade starts at 11:00 a.m. on that date.
City Administrator informed the Council of a meeting concerning issues with ADA compliance on the
square and his plans to attend an ADA Transition Class on November 17. He also spoke of several
grant opportunities he is looking into: Trap, Neuter and Release of Ferrell Cats; USDA Grant for Wi-Fi
on the square and the Farmers Market.
Discussion about Highway 64 and the compliance of ADA Regulations being met before the State turns
that section over to the city for maintenance. Also discussed was negotiating for the State of Tennessee
to remain in possession of that portion of road.
Police Chief Beecham and John Sanders updated the Council on the acquisition of property from the
Department of Defense and the intent to use some of it and to later sale some or all of it to acquire
funds for the city.
ORDINANCE NO. 1185
AN ORDINANCE TO AMEND ORDINANCE NO.1179 ENTITLED BUDGET APPROPRIATIONS
OF REVENUE AND EXPENDITURES FOR THE 2016-2017 FISCAL YEAR FOR THE CITY OF
LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT. First Reading
Motion to approve on first reading was made by Council Member Sevier, with a second by Council
Member Moore. Motion passed unanimously
ORDINANCE NO. 1186
AN ORDINANCE TO AMEND ORDINANCE BUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” First Reading
Motion to approve on first reading was made by Council Member Fox, with a second by Council
Member Williams. Motion passed unanimously.
A group of organized citizens representing the desire to possess and create a community center out of
the building (former Board of Education facility) was present and introduced themselves as such. They
were Thomas Collier, Jr.; Carol Kittrell; Frances Jones, Pres.; Joey E. Simpson; James “Mickey”
Bumpus and representing the Historical Zoning Committee was Jerry Hughes.
Upon approval of Ordinance 1186 on first reading Attorney Betz brought it to the Council’ attention
that a Public Hearing would need to be held and there would not be enough time between this meeting
and the next meeting. The meeting date after that is Thanksgiving, so we need to schedule when that
meeting would be held.
Council Member Williams made a motion to hold the second meeting in November on November 23,
with a second by Council Member Fox. Motion passed unanimously.
A Public Hearing will be advertised to be held on the November 23 at the City Council Meeting.

Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.

Motion to approve was made by Council Member Williams, with a second by Council Member Moore.
Motion passed unanimously

TRACKING NUMBER 34101-05317 BEGIN DATE 10/01/2015 END DATE 06/30/2017
Motion to approve was made by Council Member Fox, with a second by Council Member Williams.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO AUTHORIZE THE LAWRENCEBURG PUBLIC WORKS DEPARTMENT
TO REQUEST BIDS FOR FENCING AT BOBBY BREWER PARK
BASEBALL FIELDS
Motion to approve was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed unanimously.
Council Members asked DPW Director, Jerry Smith about Springer Road and Weakley Creek Road
Intersection. His response was hopefully it will be completed in the next two to three weeks.
With no further business to come before the board motion to adjourn was made by Council Member
Fox with a second by Council Member Sevier. Meeting adjourned.
