COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG May 24, 2018 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Council Member Williams, Council Member Moore, Mayor Durham and Council Member Sevier. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the May 10, 2018 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. Mayor Durham announced the Memorial Day Service to be held Monday at 6:00 p.m. in the Auditorium adjacent to the Police Department. City offices will be closed Monday, 28 in observance of Memorial Day. City Administrator announced the opening of Rotary Pool this Saturday and congratulated Chris Bryant on his graduation from Law School last week-end. Judy Hartsfield gave a report on the summer reading program at Ingram Sowell School. Monday thru Thursday beginning the first week in June. The Sanitation Department will read from 11:15 until 11:45 on Monday, the Police Department is taking Tuesday, the Fire Department is taking Wednesday and Administration is reading on Thursday. A Public Hearing was held on the rezone of property associated with Ordinance Numbers 1227 and 1228. Mr. McGee spoke about the error on the rezone of property needing to be R-3 from C-2. Council corrected the error in the passage of Ordinance 1228. ORDINANCE NO. 1227 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Pettus Property – South Locust Avenue – Dollar General C-3 from R-3 Motion to pass on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1228 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” McGee Property – Weakley Creek Road R-3 from C-2. Motion to amend Ordinance 1228 to reflect the correct zoning was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. Motion to approve Ordinance 1228 as amended on second reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. ORDINANCE NO. 1229 AN ORDINANCE FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ENTER INTO A COLLECTION SERVICES AGREEMENT WITH AMERICAN MUNICIPAL SERVICES CORPORATION (AMSC) PURSUANT TO THE PROVISIONS OF TCA §40-24-105(e) First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1232 AN ORDINANCE TO AMEND ORDINANCE NO.1207 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT. – Second and Final Reading Motion to approve on final reading was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1233 AN ORDINANCE TO AMEND ORDINANCE 1053 AND AMEND SECTION 15; CHAPTER 3; OF THE LAWRENCEBURG MUNICIPAL CODE AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ESTABLISH SPEED LIMITS ON CERTAIN CITY STREETS WITHIN CITY PARKS Motion to approve on final reading was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1234 AN ORDINANCE TO AMEND ORDINANCE NO.1207 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE POLICE DEPARTMENT. First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. RESOLUTIONS RESOLUTION TO APPROVE AND AMEND PILOT (PAYMENT-IN-LIEU-OF-TAX) LEASE AGREEMENT BETWEEN THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY OF LAWRENCEBURG AND CABINETS TO GO and F9 PROPERTIES, LLC Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO CONTRACT WITH CIVICPLUS FOR THE WEBSITE AND MAINTENANCE, DESIGN AND DEVELOP FOR THE CITY OF LAWRENCEBURG WEB SITE. Motion to approve was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, TO APPROVE THE EMERGENCY PURCHASE OF AN OVERHEAD DOOR FOR THE LAWRENCEBURG FIRE DEPARTMENT STATION 1 FROM TRUITT’S GARAGE DOORS Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Sevier. Meeting adjourned.
