COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG April 11, 2019 The Board of Mayor and Council met in regular session. The following members were present: Mayor Lay, Council Member Fox, Council Member Williams, Council Member Sevier and Council Member Moore. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the March 28, 2019 Council Meeting was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. Mayor announced city offices closed on Good Friday, April 19. Police Chief Terry Beecham gave a report of his department to the Council. LUS Financials for February, 2019 have been received. Mayor Lay informed the Council he and Chris Shaffer had spent some time with the Housing Authority, Vickie Englehart, this past week and complimented her and her department. ORDINANCE NO. 1261 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE POLICE DEPARTMENT. – Second and Final Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed ORDINANCE NO. 1263 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE ADMINISTRATION DEPARTMENT- First Reading Motion to approve on first reading was made by Council Member Sevier, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1264 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE PARKS AND RECREATION DEPARTMENT- First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AMEND RESOLUTION NUMBER 92-15-5; AND RESOLUTION NUMBER 2008-9-10; A RESOLUTION CREATING A PARKS AND RECREATION ADVISORY BOARD FOR THE CITY OF LAWRENCEBURG, TENNESSEE AND APPOINT AND TO SET THE TERM FOR THE NEW BOARD Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AMEND AGREEMENT WITH TOM BREWER TO REFLECT THE NAME OF HIS COMPANY AS INTELLIGENT MOBILITY PLANNING, LLC AS THE CITY OF LAWRENCEBURG’S CONSULTANT FOR THE MOBILITY PROVING GROUNDS PROJECT GRANT Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION TO ALLOW CERTAIN REVENUES RECEIVED BY THE PARKS AND RECREATION DEPARTMENT THROUGH TICKET SAGE BE CONSIDERED TICKET SALES BE SET ASIDE AS DESIGNATED FOR IMPROVEMENTS IN THE CONDITION OF CROCKETT THEATER. Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. INITIAL RESOLUTION DETERMINING TO ISSUE NOT TO EXCEED SIX MILLION DOLLARS ($6,000,000) OF GENERAL OBLIGATION BONDS OF THE CITY OF LAWRENCEBURG, TENNESSEE Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed with a roll call vote – all members voted aye. RESOLUTION AUTHORIZING THE SALE AND PROVIDING THE DETAILS OF NOT-TO- EXCEED $6,000,000 GENERAL OBLIGATION BONDS, SERIES 2019, OF CITY OF LAWRENCEBURG, TENNESSEE, AND PROVIDING FOR THE LEVY OF AD VALOREM TAXES IN CONNECTION THEREWITH Motion to approve was made by Council Member Williams, with a second by Council Member Fox. Motion passed with a roll call vote – all members voted aye. With no further business to come before the board motion to adjourn was made by Council Member Sevier, with a second by Council Member Fox. Motion passed. Meeting adjourned.
