COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
February 13, 2020
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Mayor Lay, and Council Member Moore; Council Member Robin Williams and
Council Member Sevier
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the January 23, 2020 Council Meeting was made by Council Member
Williams, with a second by Council Member Fox. Motion passed unanimously.
Mayor Lay asked Department Heads to give a report on the two storms we have had the last two weeks.
Joe Baxter handed out a report on the storms and the activation of the EOC. The departments
coordinated in a seamless manner. Fire Chief Jay Moore, LUS Manager Vic Pusser, Police Chief
Beecham, Public Works Director Jerry Smith, Sanitation Director Gary Hyde all gave reports and
Mayor Lay expressed his appreciation for the work performed by all.
Police Chief Beecham thanked the Mayor and Council for providing the equipment and training
necessary for the results we have had in providing safety for employees and citizens and the ability to
respond professionally.
LUS Financials were accepted for December 2019.
ORDINANCE NO. 1283
AN ORDINANCE TO AMEND ORDINANCE NO.1275 ENTITLED BUDGET APPROPRIATIONS
OF REVENUE AND EXPENDITURES FOR THE 2019-2020 FISCAL YEAR FOR THE CITY OF
LAWRENCEBURG, TENNESSEE FINANCE DEPARTMENT. Second and final reading
Motion to approve on second reading was made by Council Member Fox, with a second by Council
Member Williams. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ALLOW THE FIRE DEPARTMENT TO APPLY FOR AND
ACCEPT A SAFE COMMUNITY PROGRAM GRANT THROUGH ENBRIDGE, INC.
Motion to approve was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE PUBLIC
WORKS DEPARTMENT AS SURPLUS TO DISPOSED OF IN ACCORDANCE WITH THE CITY
OF LAWRENCEBURG PURCHASING POLICY
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO APPLY FOR AN ASSISTANCE TO FIREFIGHTERS GRANT (AFG) TO
PURCHASE FIREFIGHTING EQUIPMENT AND ENTER INTO A CONTRACT FOR VICKERS
CONSULTING SERVICES INC., TO APPLY FOR SAID GRANT
Motion to approve was made by Council Member Sevier, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO APPLY FOR AN ASSISTANCE TO FIREFIGHTERS GRANT (AFG) TO
PURCHASE FIREFIGHTING EQUIPMENT (QUICK ATTACK PUMPER) AND ENTER INTO A
CONTRACT FOR VICKERS CONSULTING SERVICES INC., TO APPLY FOR SAID GRANT
Motion to approve was made by Council Member Sevier, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO APPLY FOR GRANT FUNDS FROM THE STATE OF TENNESSEE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR SEWER SYSTEM REHAB
OF BASIN 12
Motion to approve was made by Council Member Fox, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH PYROTECHNIC
DISPLAY, INC. FOR FIREWORKS DISPLAY
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE, TO AMEND RESOLUTION NUMBER 2019-12-12E TO
INCLUDE THE COST OF A CHROME BUMPER LEFT OFF THE ORIGINAL INVOICE WHEN
APPROVING THE PURCHASE OF A 2020 CHEVROLET SILVERADO 1500 4WD CREW CAB
147” WORK TRUCK FOR THE LAWRENCEBURG POLICE DEPARTMENT THROUGH THE
STATE CONTRACT WITH WILSON COUNTY MOTORS
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier.
Motion passed unanimously.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Williams. Motion passed.
