COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG July 23, 2020 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Mayor Lay, Council Member Sevier, Council Member Moore and Council Member Williams. Council Member Fox was absent. Council Member Fox is undergoing surgery today. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the July 9, 2020 Council Meeting was made by Council Member Sevier, with a second by Council Member Williams. Motion passed unanimously. EMA Director, Joe Baxter, gave a report on visitors from East Tennessee. A group from Marian County came by to take a look at us at the suggestion of TEMA. They spent several hours and were impressed with our flood project and tried to hire me. Marian County has a mountain and flooding coming down from the mountain. They took several pictures, they are a small community and funding may be a problem. I asked about their equipment and their employees abilities, and stated that is how we started. ORDINANCE(S) ORDINANCE NO. 1294 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. Public Hearing will be on August 13. ORDINANCE NO. 1295 AN ORDINANCE TO AMEND ORDINANCE NO.1275 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2019-2020 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE ANNUAL APPROPRIATIONS. Motion to approve on first reading was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER A SHORT TERM LEASE AGREEMENT WITH B&K PROPERTIES Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT DIAN EZELL AND TERESA BREWER CAMPBELL AND APPOINT MIGNON BEARD TO REPLACE RON EVANS ON THE CITY OF LAWRENCEBURG /LAWRENCE COUNTY LIBRARY BOARD Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE CITY OF LAWRENCEBURG TO APPLY FOR A TOURISM GRANT TO BE ADMINISTERED BY SOUTH CENTRAL TENNESSEE DEVELOPMENT DISTRICT FOR CONCESSION AREA FOR HISTORIC CROCKETT THEATER Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ALLOW THE LAWRENCEBURG PARKS AND RECREATION DEPARTMENT TO APPLY FOR THE BLUE CROSS BLUE SHIELD HEALTHY PLACE PLAYGROUND GRANT TO REPLACE EQUIPMENT AT ROTARY PARK Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ASK THE TENNESSEE GENERAL ASSEMBLY TO EXEMPT THE CITY OF LAWRENCEBURG FROM THE REQUIREMENTS OF TENNESSEE CODE ANNOTATED §67-4-1425 AND ALLOW THE CITY OF LAWRENCEBURG TO LEVY A TAX ON THE PRIVILEGE OF OCCUPANCY OF A HOTEL Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Williams. Motion passed. Meeting adjourned.
