COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG August 13, 2020 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Council Member Sevier, Council Member Moore and Council Member Williams and Council Member Fox. Mayor Lay was absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the July 23, 2020 Council Meeting was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. Leon White addressed the Council concerning his trailer park on Holtsford Street. He wants to be able to place travel trailers on blocks to rent to the public. He does not want to put them on permanent foundations. He was informed that would take a change to the Zoning Ordinance, which would have to be approved by the Planning Commission, before coming before the Council for approval. LUS Financials for June 2020 were accepted. A Public Hearing was opened concerning the passage of Ordinance 1294, with no one wishing to address the Council, the Public Hearing closed. ORDINANCE(S) ORDINANCE NO. 1294 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Motion to approve on second reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed. ORDINANCE NO. 1295 AN ORDINANCE TO AMEND ORDINANCE NO.1275 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2019-2020 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE ANNUAL APPROPRIATIONS. Motion to approve on second reading was made by Council Member Fox, with a second by Council Member Sevier. Motion passed. ORDINANCE 1296 AN ORDINANCE TO AMEND ORDINANCE NO 1090 ENTITLED THE “PERSONNEL RULES AND REGULATIONS” OF THE CITY OF LAWRENCEBURG, AND TO AMEND SECTION V, - BENEFITS; U. RETIREMENT PLAN HEALTH INSURANCE COVERAGE AT RETIREMENT OF THE LAWRENCEBURG MUNICIPAL CODE - First Reading Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed. RESOLUTION(S) A RESOLUTION FOR THE CITY OF LAWRENCEBURG, TENNESSEE TO ESTABLISH AN ECONOMIC AND COMMUNITY ORGANIZATION AS DEFINED IN 2018 TENNESSEE LAWS PUBLIC CHAPTER 1003 AND TCA §7-34-115(a)(2) AND THE FORMATION OF A BOARD OF DIRECTORS TO BE IN CHARGE OF SAID ECONOMIC AND COMMUNITY ORGANIZATION Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH TRESTLES LLC FOR PROFESSIONAL ENGINEERING, ENVIRONMENTAL MANAGEMENT, CONSTRUCTION AND OTHER CONSULTING SERVICES FOR THE EXPANSION OF THE LAWRENCEBURG DEMOLITION LANDFILL. Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL TO ALLOW THE LAWRENCEBURG FIRE DEPARTMENT TO ACCEPT THE ASSISTANCE TO FIREFIGHTERS GRANT FOR BIOHAZARD PERSONAL PROTECTIVE EQUIPMENT IN RESPONSE TO COVID- 19 OR OTHER RELATED EMERGENCIES Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE CITY OF LAWRENCEBURG TO ENTER INTO A CONTRACT RHODES ENGINEERING AND ENVIRONMENTAL SERVICES, LLC Motion to approve on second reading was made by Council Member Fox, with a second by Council Member Sevier. Motion passed. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. Meeting adjourned.
