COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG August 27, 2020 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Council Member Sevier, Council Member Moore and Council Member Williams, Council Member Fox and Mayor Lay. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the August 13, 2020 Council Meeting was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. City Administrator announced the closing of city offices on September 7, 2020 in observance of Labor Day. Leon White went before the Planning Commission with his request to have the Building Code amended in order for him to use travel trailers as rental property. The Planning Commission voted to send his request to the City Council with a negative recommendation. He later decided he would not pursue his request and asked that the City Council remove it from the agenda. ORDINANCE(S) ORDINANCE 1296 AN ORDINANCE TO AMEND ORDINANCE NO 1090 ENTITLED THE “PERSONNEL RULES AND REGULATIONS” OF THE CITY OF LAWRENCEBURG, AND TO AMEND SECTION V, - BENEFITS; U. RETIREMENT PLAN HEALTH INSURANCE COVERAGE AT RETIREMENT OF THE LAWRENCEBURG MUNICIPAL CODE - Second and final reading Motion to approve on second reading was made by Council Member Williams, with a second by Council Member Sevier. Motion passed. ORDINANCE NO. 1297 AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO CHANGE THE NAME OF SIMMS STREET PARK TO BARRY HOGUES COMMUNITY PARK. Motion to approve on second reading was made by Council Member Fox, with a second by Council Member Sevier. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT NEAL BEARD TO THE CITY OF LAWRENCEBURG INDUSTRIAL DEVELOPMENT BOARD TO REPLACE ROBERT PARKER Motion to approve on second reading was made by Council Member Sevier, with a second by Council Member Fox. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE PUBLIC WORKS DEPARTMENT AS SURPLUS TO DISPOSED OF IN ACCORDANCE WITH THE CITY OF LAWRENCEBURG PURCHASING POLICY Motion to approve on second reading was made by Council Member Fox, with a second by Council Member Moore. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, TO APPROVE THE PURCHASE OF A 2017 CHEVROLET SILVERADO AND A 2015 SIERRA FROM GOWEN WHOLESALE AUTO FOR USE BY THE LAWRENCEBURG PUBLIC WORKS DEPARTMENT. Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. City Attorney asked the Council to authorize Chris Shaffer to sign a contract with Cigna Health Insurance for City Employees beginning in January 2021. Motion was made y Council Member Moore, with a second by Council Member Williams. Motion passed. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Williams. Motion passed. Meeting adjourned.
