COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG December 15, 2020 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Council Member Sevier, Council Member Williams, Council Member Fox, Mayor Lay and Council Member Moore. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the December 3, 2020 Council Meeting was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. At 12:00 Noon there was a swearing-in ceremony for Council Member Elect Sevier (Seat3) and Council Member Elect Fox (Seat 4). Upon this the first meeting after the swearing-in of the newly elected officials, it is the duty of the Council to select the Vice Mayor for two years. Council Member Fox nominated Council Member Williams for the position of Vice Mayor, with a second by Council Member Sevier, all voted aye. Darla Grinnell received a retirement award for over 32 years of service to the Lawrenceburg Parks and Recreation Department effective December 30, 2020. Joe Baxter received a retirement award for over 30 years of service to the City of Lawrenceburg as EMA Director, Flood Control Manager and Codes Department Manager. City offices will be closed December 24 and 25 for Christmas and January 1, 2021 for New Year’s Day. City residential carts will be picked up on Christmas Eve and New Year’s Eve. ORDINANCE NO. 1300 AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. First Reading Motion to approve on first reading was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1301 AN ORDINANCE TO AMEND TITLE 3, CHAPTER 4, SECTION 3-401 OF THE LAWRENCEBURG MUNICIPAL CODE AND ORDINANCES # 794 & 895 & 911, 969, 986, 1036 AND 1114 AND TO ESTABLISH AND INCREASE A BILL OF COST FOR SPEEDING AND COMPUTER CHARGE; REPEAL OF ALL ORDINANCES IN CONFLICT THEREWITH, EFFECTIVE DATE. First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1302 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” From R-3 to R-4 – First Reading. Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. RESOLUTION A RESOLUTION TO APPROVE THE LEASE AGREEMENT BETWEEN LAWRENCE COUNTY AND THE TENNESSEE BOARD OF REGENTS ON BEHALF OF COLUMBIA STATE COMMUNITY COLLEGE Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. Mayor Lay thanked Council Member Chad Moore and Mars Hill Baptist Church for the Tour of lights. It was a really good thing for the community. Council Member Sevier wanted to thank Steve and Rhonda Hester with Wendy’s for serving Thanksgiving meals. Parks and Recreation Department Manager, Pam Kemp, reported on the Spirit of Santa. The breakfast was only one day and it started out slow, but we have gotten close to what we had last year. Because of Covid 19 everything has had to be done by the Parks Department as we can’t have volunteers. Pick-up date is December 22. We hope to have it drive –thru. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Fox. Motion passed. Meeting adjourned.
