COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
January 14, 2021
The Board of Mayor and Council met in regular session. The meeting was also held by teleconference.
The following members were present: Council Member Sevier, Council Member Williams, Council
Member Fox, Mayor Lay and Council Member Moore.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the December 15, 2020 Council Meeting was made by Council
Member Fox with a second by Council Member Sevier. Motion passed unanimously.
Randy Jones received a retirement award for over 26 years of service to the City of Lawrenceburg
through work at the Parks Department and Codes Enforcement Officer in the Planning and
Development Department.
April Judkins addressed the Council on the Center of Hope; an organization in which she works. She
informed them on the things the organization does for our citizens concerning abuse, etc. She stated
that they helped men as well as women and children. They are much like the Children’s Advocacy
Center for Adults, as well as children.
City offices will be closed January 18 in observance of Martin Luther King, Jr. Day.
City Administrator, Chris Shaffer, recommended Shelton Barnett as Director of the Codes/Planning
Development Department. The Council was in agreement, he has therefore been titled Director, with a
motion by Council Member Moore, and a second by Council Member Sevier. Motion passed
unanimously
Mayor Lay announced that in conjunction with County Executive, T. R. Williams; Shelton Barnett will
be acting as interim EMA Director until all the proper paperwork has been completed at which time it
is our intent that he will be the next EMA Director for the Lawrenceburg/Lawrence County EMA
Office.
Shelton Barnett reported how the Covid 19 Vaccination is going in Lawrence County. Everything is
going good with the assistance of all our partners. We did 110 shots per hour yesterday. Those
wanting information may find it on the City Facebook Page.
City Administrator, Chris Shaffer asked this to be read into the record.

Tyler McDow, Lawrence County Fire Director; Chaz Morrow, Lawrenceburg IT Director; Sissy
Garner, City of Lawrenceburg; Scott Leduc, Interim 911 Director; E-911 Staff; Lawrence
County EMA Support Staff; All Volunteer Fire Departments; I know I have left out some, and
I apologize.
I would like to express my appreciation for the truly commendable contributions that each of
the above named individuals and departments made to the successful mitigation and
restoration of emergency communication services resulting from the Christmas Day explosion
in Nashville, Tennessee. Each of you displayed dedication, knowledge and exemplary efforts
which assisted immeasurably in the continued protection of the citizens of Lawrence County
Tennessee. I have worked with you all on a collective and individual basis over the years and
recognize that without your loyalty and devotion to duty in times such as this the superior
results and status now enjoyed would not have been possible. We truly appreciate you
sacrificing your time during the holiday season to assure the continued safety of our citizens.
All your efforts have reflected the highest credit upon you, and the City of Lawrenceburg
would like to once again express its gratitude in a job well done.
LUS Financials for October and November, 2020 have been accepted.
Public Hearing for ORDINANCE NUMBER 1302 was opened and with no one wishing to address the
Council, the Public Hearing was closed.
ORDINANCE NO. 1300
AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS
OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF
LAWRENCEBURG, TENNESSEE GENERAL FUND. Second Reading
Motion to approve on second and final reading was made by Council Member Moore, with a second by
Council Member Fox. Motion passed unanimously.
ORDINANCE NO. 1301
AN ORDINANCE TO AMEND TITLE 3, CHAPTER 4, SECTION 3-401 OF THE
LAWRENCEBURG MUNICIPAL CODE AND ORDINANCES # 794 & 895 & 911, 969, 986, 1036
AND 1114 AND TO ESTABLISH AND INCREASE A BILL OF COST FOR SPEEDING AND
COMPUTER CHARGE; REPEAL OF ALL ORDINANCES IN CONFLICT THEREWITH,
EFFECTIVE DATE. Second Reading
Motion to approve on second and final reading was made by Council Member Williams, with a second
by Council Member Sevier. Motion passed unanimously.
ORDINANCE NO. 1302
AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” From R-3 to R-4 – Second
Reading.
Motion to approve on second and final reading was made by Council Member Fox, with a second by
Council Member Williams. Motion passed unanimously.
RESOLUTION
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO APPLY AND ACCEPT A 100% FIREHOUSE SUBS PUBLIC SAFETY
FOUNDATION GRANT AN THE AMOUNT NOT TO EXCEED TWENTY FIVE THOUSAND
DOLLARS FOR ROPE RESCUE EQUIPMENT
Motion to approve was made by Council Member Sevier, with a second by Council Member Williams.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE FIRE
DEPARTMENT AS SURPLUS
Motion to approve was made by Council Member Williams, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL TO ALLOW THE
LAWRENCEBURG FIRE DEPARTMENT TO APPLY TO THE ASSISTANCE TO
FIREFIGHTERS FOR A REGIONAL GRANT FOR RADIO EQUIPMENT FOR NEW PROSPECT,
ETHRIDGE AND GANDY AND LAWRENCEBURG FIRE DEPARTMENTS
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL TO ALLOW THE
LAWRENCEBURG FIRE DEPARTMENT TO APPLY TO THE ASSISTANCE TO

CONTRACT GRANT AGREEMENT WITH THE STATE OF TENNESSEE, DEPARTMENT OF
MILITARY TENNESSEE EMERGENCY MANAGEMENT AGENCY TRACKING NUMBER
34101-10821 BEGIN DATE 10/01/2019 END DATE 09/30/2021 – Salary Reimbursement from

Motion to approve was made by Council Member Sevier, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG ENCOURAGING THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY
OF LAWRENCEBURG TO REQUEST BIDS FOR THE CONSTRUCTION OF A BUILDING TO BE
AVAILABLE FOR INDUSTRIAL PROSPECTS.
Motion to approve was made by Council Member Moore, with a second by Council Member Williams.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE SANITATION
DEPARTMENT AS SURPLUS TO BE TRADED TOWARD THE PURCHASE OF THREE (3)
BRUSH TRUCKS FROM MUNICIPAL EQUIPMENT COMPANY IN LOUISVILLE, KENTUCKY
Motion to approve was made by Council Member Williams, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE A NEW BANK ACCOUNT WITH OF FIRST
FARMERS AND MERCHANTS BANK WITH CURRENT SIGNATORIES ASSIGNED TO THE
ACCOUNT
Motion to approve was made by Council Member Sevier, with a second by Council Member Williams.
Motion passed unanimously.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Fox. Motion passed.
