COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
February 25, 2021
The Board of Mayor and Council met in regular session. The meeting was also held by teleconference.
The following members were present: Council Member Sevier, Council Member Fox, Mayor Lay and
Council Member Moore. Council Member Williams was absent
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the February 11, 2021 Council Meeting was made by Council
Member Fox with a second by Council Member Sevier. Motion passed unanimously.
Mayor Lay thanked the Departments for all they did last week during all the snow. Departments helped
citizens get to dialysis and other medical events during said storm.
Mayor Lay also mentioned the combining of the Sanitation Department and the Parks and Recreation
Department. It was a joke because of the marriage of Gary Wayne Hyde to Pam Kemp. Everyone
asked what was the last name now?
Mayor Lay said he was honored to administer the vows for the wedding.
City Administrator, Chris Shaffer, also thanked all the departments for the handling of business during
the winter storm. He also mentioned the ones you see with the lights blinking, but others worked also.
Finance Department made sure the employees got paid.
EMA Director, Shelton Barnett briefed the Council on the incoming rain for our area. Expect heavy
rain for 5 to 6 days, could be as much as 7-9 inches. Hopefully it will be spaced out to slow down
flooding issues. This event is expected to last through next Tuesday or Wednesday.

final reading
Motion to approve on second and final reading was made by Council Member Moore, with a second by
Council Member Sevier. Motion passed unanimously.

ORDINANCE NUMBER 1304
AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE”First Reading
Motion to approve on first reading was made by Council Member Sevier, with a second by Council
Member Moore. Motion passed unanimously.
ORDINANCE NUMBER 1305
AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS
OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF
LAWRENCEBURG, TENNESSEE GENERAL FUND. First Reading
Motion to approve on first reading was made by Council Member Moore, with a second by Council
Member Sevier. Motion passed unanimously.
RESOLUTIONS
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE CITY OF LAWRENCEBURG TO
APPLY AND ACCEPT A SAFER RECRUITMENT AND RETENTION GRANT TO PURCHASE
ONE LED SIGN NOT TO EXCEED $40,000.00 DOLLARS TO BE USED AT A FIRE STATION
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO SUBMIT AN APPLICATION FOR A COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) NOT TO EXCEED $410,000.00 TO BE ADMINISTERED BY SOUTH
CENTRAL TENNESSEE DEVELOPMENT DISTRICT (SCTDD) FOR LIGHTING IN
UNDERSERVED AREAS OF LAWRENCEBURG
Motion to approve was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO WAIVE ALL FEES FOR ALL BUILDING PERMITS AND
ANY PERMITS FOR THE LAWRENCE COUNTY SCHOOL SYSTEM FOR RENOVATIONS OF
THE FORMER COLUMBIA STATE COMMUNITY COLLEGE BUILDING (CSCC)FOR
LAWRENCE COUNTY SCHOOL BOARD OFFICES
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE CITY OF LAWRENCEBURG TO ACCEPT THE BID FROM KENT
CARVELL CONSTRUCTION CO., INC. AND EXECUTE CHANGE ORDERS FOR THE
LAWRENCEBURG ANIMAL SHELTER PROJECT
Motion to approve was made by Council Member Sevier, with a second by Council Member Fox.
Motion passed unanimously.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Fox. Motion passed.
