COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG April 22, 2021 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Council Member Sevier, Council Member Fox, Council Member Williams, Mayor Lay and Council Member Moore. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the March 24, 2021 Council Meeting and the April 12, Special Called Meeting was made by Council Member Fox with a second by Council Member Williams. Motion passed unanimously. Mayor Lay spoke about the College Inaugural Ceremony and how fortunate our community is to have this facility. It began six years ago and Martin Methodist Dean, said we have done our part and now it is up to them to get students enrolled. A groundbreaking for the Animal Shelter was held this week, and it is a community and government project. It is going to be a facility that is really nice and will be a great addition to our community. LUS Financials for February, 2021 are accepted. Assistant Chief Darren Goolsby gave an update on the progress the department is making on updating their system and reaching accreditation. Fire Chief, Jay Moore updated the Council on events at the Fire Department. Two recruits will graduate the end of April and on May 8th the Elks Lodge will sponsor a fundraising event for Station 2 memorial. ORDINANCE(S) ORDINANCE NO. 1307 AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. First reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1308 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” First reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1309 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” First reading Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT CHANNING COPE, ERIC CRAIG AND MICHAEL CRANE TO THE PARKS AND RECREATION ADVISORY BOARD. Motion to approve was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. (General Obligation Refunding Bond Resolution) RESOLUTION AUTHORIZING THE SALE AND PROVIDING THE DETAILS OF NOT-TO- EXCEED $5,975,000 GENERAL OBLIGATION REFUNDING BONDS, SERIES 2021A, OF THE CITY OF LAWRENCEBURG, TENNESSEE AND PROVIDING FOR THE LEVY OF AD VALOREM TAXES IN CONNECTION THEREWITH Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed upon roll call vote with all members voting aye. (Water and Sewer Refunding Bond Resolution) RESOLUTION AUTHORIZING THE SALE AND PROVIDING THE DETAILS OF NOT-TO- EXCEED $6,025,000 GENERAL OBLIGATION REFUNDING BONDS, SERIES 2021B, OF THE CITY OF LAWRENCEBURG, TENNESSEE, AND PROVIDING FOR THE LEVY OF AD VALOREM TAXES IN CONNECTION THEREWITH Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed upon roll call vote with all members voting aye A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT MICHELE GANTZ; MAIN STREET DIRECTOR TO THE LAWRENCEBURG HISTORICAL ZONING COMMISSION Motion to approve was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, TO APPROVE THE PURCHASE OF 14 DUAL 2 ANTENNA RADAR SYSTEMS IN THE AMOUNT OF TWENTY SIX THOUSAND THREE HUNDRED TWENTY DOLLARS ($26,320.00) FROM APPLIED CONCEPTS, INC., RICHARDSON, TEXAS FOR USE BY THE LAWRENCEBURG POLICE DEPARTMENT Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, TO DECLARE (24) 16 INCH BUSHMASTER RIFLES AS SURPLUS TO BE TRADED TOWARD THE PURCHASE OF (35) HD15 OTG PATROL RIFLES IN THE AMOUNT OF ($34,300.00) FROM HEAD DOWN FIREARMS IN LAWRENCEBURG, TENNESSEE FOR USE BY THE LAWRENCEBURG POLICE DEPARTMENT With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Sevier.
