COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
May 13, 2021
The Board of Mayor and Council met in regular session. The meeting was also held by
teleconference.
The following members were present: Council Member Sevier, Council Member Williams,
Mayor Lay and Council Member Moore. Council Member Fox was absent
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the April 22, 2021 Council Meeting and the April 26, Special
Called Meeting was made by Council Member Williams with a second by Council Member
Moore. Motion passed unanimously.
Don Laws received a retirement award for 35 years of service to the Lawrenceburg Police
Department.
LUS Financials for March, 2021 are accepted.
Police Chief Terry Beecham gave an update his department. 2021 is going to be a busy year for
law enforcement. Calls for service have already increased by 40%. Most of the new upgraded
equipment has been received and in process of installation.
A Public Hearing on Ordinance Number 1308 was opened and the only person attending was
George Vrailas as he is the owner of the property, hearing closed.
A Public Hearing on Ordinance Number 1309 was opened and with no one wishing to address
the Council the hearing closed.

AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET
APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL
YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. Second
Reading
Motion to approve on second reading was made by Council Member Williams with a second by
Council Member Sevier. Motion passed unanimously.
ORDINANCE NO. 1308
AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second reading
Motion to approve on second reading was made by Council Member Moore, with a second by
Council Member Williams. Motion passed unanimously.

AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second reading
Motion to approve on second reading was made by Council Member Sevier, with a second by
Council Member Moore. Motion passed unanimously.
ORDINANCE NUMBER 1310
AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO AMEND ORDINANCE 955, 991, 1063 AND 1141 AND TO REPEAL
CHAPTER 4 IN ITS ENTIRETY AND AMEND CERTAIN TITLES OF THE
LAWRENCEBURG MUNICIPAL CODE, TO WIT; TITLE 12, CHAPTER 9 AND TO ADOPT
INTERNATIONAL RESIDENTIAL CODE 2018 EDITION, TO AMEND OR REPEAL
ORDINANCES OR PARTIAL ORDINANCES IN CONFLICT HEREWITH First Reading
Motion to approve on first reading was made by Council Member Moore, with a second by
Council Member Sevier. Motion passed unanimously.
ORDINANCE NO. 1311
AN ORDINANCE FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO AMEND TITLE 3, CHAPTER 4, SECTION 3-401 AND SECTION 3-
402 OF THE LAWRENCEBURG MUNICIPAL CODE AND ORDINANCES # 794, 895, 911,
969, 986, 1036, 1114 & 1301 AND TO ESTABLISH AND INCREASE A BILL OF COST FOR
SPEEDING, COMPUTER CHARGE AND ALL OTHER INFRACTIONS OF THE LAW AS
RELATED TO THE LAWRENCEBURG POLICE DEPARTMENT; REPEAL OF ALL
ORDINANCES IN CONFLICT THEREWITH, EFFECTIVE DATE. First Reading
Motion to approve on first reading was made by Council Member Williams, with a second by
Council Member Moore. Motion passed unanimously.
RESOLUTION(S)
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO CONTRACT WITH THE STATE OF
TENNESSEE FOR THE SWEEPING OF STATE STREETS WITHIN THE CITY LIMITS OF
LAWRENCEBURG AND OTHER STREET AND/OR RIGHT OF WAY MAINTENANCE
AGREEMENTS.
Motion to approve was made by Council Member Moore, with a second by Council Member
Williams. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO CLOSE A PORTION OF GARRETT AVENUE AND
WEST SCOTTS STREET
Motion to approve was made by Council Member Moore, with a second by Council Member
Sevier. Motion passed unanimously.
A RESOLUTION AUTHORIZING THE CITY OF LAWRENCEBURG TO ENTER INTO A
CONTRACT TO AUDIT ACCOUNTS WITH THE ACCOUNTING FIRM OF YEARY,
HOWELL AND ASSOCIATES FOR THE PERIOD FROM JULY 1, 2020 TO JUNE 30, 2021.
Motion to approve was made by Council Member Williams, with a second by Council Member
Sevier. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO AUTHORIZE THE ISSUANCE OF NOT TO EXCEED
$8,800,000 IN AGGREGATE PRINCIPAL AMOUNT OF ELECTRIC SYSTEM
REVENUE BONDS, SERIES 2021 OF THE CITY OF LAWRENCEBURG,
TENNESSEE; MAKING PROVISION FOR THE ISSUANCE, SALE AND PAYMENT
OF SAID BONDS; ESTABLISHING THE TERMS THEREOF AND THE
DISPOSITION OF PROCEEDS THEREFROM; PROVIDING FOR THE
COLLECTION AND DISPOSITION OF REVENUES FROM THE ELECTRICAL
POWER DISTRIBUTION SYSTEM OF THE MUNICIPALITY; AND MAKING
PROVISION FOR THE OPERATION OF SAID SYSTEM.
Motion to approve on first reading was made by Council Member Moore, with a second by
Council Member Sevier. Upon Roll Call Vote all voted aye with Council Member Fox being
absent. Motion passed unanimously.

Council Member Williams gave an update on Council Member Fox. He is improving; he is in
rehab and may be released the middle of next week. He is receiving a pass for Friday to attend a
graduation. A walker may be required for him to ambulate.
Council Member Moore expressed condolences to Chris Shaffer on the recent loss of his Mother;
Janice Shaffer.
With no further business to come before the board motion to adjourn was made by Council
Member Moore, with a second by Council Member Williams. Motion passed.
