COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG March 24, 2022 The Board of Mayor and Council met in regular session. The following members were present: Mayor Lay, Council Member Williams and Council Member Moore. Council Member Fox and Council Member Sevier were absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the February 10, 2022 Council Meeting was made by Council Member Williams with a second by Council Member Moore. Motion passed unanimously. Former Mayor, Keith Durham and Jerry Hughes presented a petition to keep 5th avenue from being extended to Weakley Creek Road. Mayor Lay informed them he has talked with the developer and he does not have a problem with not extending the Street; and it will not be done. Chief Communications Officer, Sissy Garner spoke to the Council and the Department Managers present and asked that if anyone contacts them for press information to have them contact her, so we are all on the same page. ORDINANCE(S) ORDINANCE NO. 1332 AN ORDINANCE TO AMEND ORDINANCE NO.1317 ENTITLED BUDGET OF REVENUE AND EXPENDITURES FOR THE 2021-2022 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE SAFETY DEPARTMENT. First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed. ORDINANCE NO. 1333 AN ORDINANCE TO AMEND ORDINANCE NO.1317 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2021-2022 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT. First Reading Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT RANDY SHOOK TO THE LAWRENCEBURG HISTORICAL ZONING COMMISSION Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE THE CABIN LOCATED IN THE FLOOD POND AREA AS SURPLUS AND DONATE SAID PROPERTY TO THE DAVID CROCKETT STATE PARK Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH IMPACT PYRO FOR FIREWORKS DISPLAY Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed. A RESOLUTION AUTHORIZING THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A PART TIME HUMAN RESOURCE CONSULTANT EMPLOYMENT AGREEMENT WITH DOUG EDWARDS Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ACCEPT THE BID AND ENTER INTO A CONTRACT WITH LEGACY LANDSCAPING FOR THE LANDSCAPING ON THE LAWRENCEBURG PUBLIC SQUARE Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ACCEPT THE PROPOSAL FROM ORGANIZATIONAL MANAGEMENT GROUP FOR A CLASSIFICATION AND COMPENSATION STUDY AND FRINGE BENEFIT ANALYSIS FOR THE CITY OF LAWRENCEBURG Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ENTER INTO AN AGREEMENT WITH COLLIER ENGINEERING COMPANY INC. TO DESIGN THE DRAINAGE IMPROVEMENTS TO THE FLOOD DITCH OFF NORTH MILITARY STREET Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed. Utilities Director, Vic Pusser, informed the Council on the new sub-station and expects it to be in full operation within a month. Police Chief, Terry Beecham, informed the Council of three promotions in his department. Hughie Englett was promoted to Lieutenant Accreditation Training/Administration & Information Officer Shane Casteel promoted to Patrol Lieutenant Jerry Frazier – Promoted to CID Lieutenant With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Williams.
