COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG November 23, 2022 The Board of Mayor and Council met in regular session. The following members were present: Council Member Williams, Council Member Moore, and Mayor Lay. Council Member Sevier and Council Member Fox were absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the November 10, 2022 Council Meeting was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously. Mayor’s Announcements and Business – City offices closed on Thursday and Friday in observance of Thanksgiving. Mayor Lay announced the hiring of the new City Administrator, Dick McKinley, with his start date December 1, 2022 Pam Hyde informed the Council of the 33rd Annual Spirit of Santa breakfast on December 2 from 7 to 9 AM; Parks and Recreation Office. Collier Engineering will be here next Monday, Tuesday and Wednesday to begin work on the Parks Master Plan. Gary Hyde, Sanitation Department Director, informed the Mayor and Council that our engineering firm, think they have found a way to prevent the testing of 10 more sites. And scales are to be delivered next week. PUBLIC HEARING ON ORDINANCE 1350, 1351 AND 1352 – was held individually and with no one wishing to speak, the Public Hearing closed. ORDINANCE(S) ORDINANCE NO. 1350 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Bob Markus; Lynet Noun & Phanith Peov; Deller Street Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously ORDINANCE NO. 1351 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Jerry Shackelford; Springer Road Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously ORDINANCE NO. 1352 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Chad Vanfleet (CRS Properties LLC, Robert Estes; North of Good Hope Road Motion to approve on second and final reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously ORDINANCE NO. 1354 AN ORDINANCE TO AMEND ORDINANCE NO.1340 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2022-2023FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT Second Reading Motion to approve on second and final reading was made by Council Member Sevier, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1355 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” -Tennessee Valley Media, LLC/Ben Luna - First Reading Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously. RESOLUTION(S) A RESOLUTION CALLING FOR A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF TERRITORY INTO THE CITY OF LAWRENCEBURG BY OWNER CONSENT AND APPROVING A PLAN OF SERVICES Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously. With no further business to come before the Board motion was made by Council Member Moore, with a second by Council Member Williams to adjourn. Meeting adjourned.
