COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
December 22, 2022
The Board of Mayor and Council met in regular session.
The following members were present: Council Member Williams, Council Member Moore,
Mayor Lay, and Council Member Sevier. Council Member Fox was absent.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the December 8, 2022 Council Meeting was made by Council
Member Williams, with a second by Council Member Moore. Motion passed unanimously.
Mayor announced that Council Member Robin Williams has been appointed to the
Lawrenceburg Regional Planning Commission and to the Historical Planning Commission
which, if they have business, meet at the end of the Planning Commission meeting.
New date and time as voted by the Planning Commission will be the Second Thursday at 1:00
PM.
Rick Ellis received a Retirement Award for over 28 years of service to the Sanitation
Department.
City Charter requires the first meeting after the swearing in ceremony of newly elected officials;
the appointment of a Vice Mayor is to be made. Council Member Sevier nominated Council
Member Robin Williams, Council Member Moore second the motion. Nomination ceased all
voted for the approval of Robin Williams to continue as Vice Mayor.
City Administrator, Dick McKinley, handed out grant information to the Council and invited
them to be at the Public Meetings for the Parks Master Plan on January 18th and 19th .
Assistant Police Chief, Darren Goolsby, presented the Crime Status Report to the Council.
A Public Hearing was opened on Ordinance Number 1355. With no one wishing to address the
Council, Public Hearing closed.

AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” -Tennessee Valley
Media, LLC/Ben Luna
Motion to approve on second reading was made by Council Member Sevier, with a second by
Council Member Moore. Motion passed unanimously.
RESOLUTION(S)
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE PUBLIC
WORKS DEPARTMENT AS SURPLUS
Motion to approve on second reading was made by Council Member Moore, with a second by
Council Member Sevier. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG POLICE
DEPARTMENT TO APPLY AND ACCEPT A 100% GRANT WITH THE STATE OF
TENNESSEE IN THE AMOUNT OF $133,087.00 TO BE USED TOWARD VIOLENT
CRIME INTERVENTION – for fiscal years 2023-2025
Motion to approve on second reading was made by Council Member Moore, with a second by
Council Member Williams. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE FIRE
DEPARTMENT AS SURPLUS
Motion to approve on second reading was made by Council Member Sevier, with a second by
Council Member Moore. Motion passed unanimously.
With no further business to come before the Board motion was made by Council Member Sevier,
with a second by Council Member Moore to adjourn.
Meeting adjourned.
