CITY COUNCIL REGULAR MEETING MINUTES Monday, August 22, 2022 Council Assembly Room 7:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Mayor Pro Tem Glenn Martin Council Member Victoria Jones Council Member Austin Thompson Council Member Marlene Taylor-Crawford Prayer Pastor Ryan Johnson was present to provide the invocation. Pledge of Allegiance Mayor David Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Motion to accept the agenda as presented made by Council Member Thompson, Seconded by Mayor Pro Tem Martin. Electric Department - ECG Award Mayor Still recognized the members of the Electric Department for their recent award presented by Electric Cities of Georgia for the Major Electric System Improvement Award.  2. Police Department - Officers Barnes and Cumbie Mayor Still noted that the Officers to be recognized tonight were not present because they had a training event today. 3. Anthony Rodriquez – Co-Founder of Aurora Theatre Mayor Still recognized Anthony Rodriquez for his many years in Lawrenceville as CEO and producing artistic director with the Aurora Theatre. Anthony began a new career as the executive director of the HUB404 Conservancy and left his role with Aurora Theatre on August 1st. Approval of Prior Meeting Minutes Motion to accept the minutes as amended made by Mayor Pro Tem Martin, Seconded by Council Member Thompson. Northside Gwinnett Medical Foundation Mayor Still invited the members of the Northside Gwinnett Medical Foundation to the front and read the Proclamation for Paint Gwinnett Pink. Members present to accept the Proclamation were Cindy Murphy, Jennifer Griffin, and Jodi Pierce. Announcements Council Member Victoria Jones recognized the staff members that are nominated for the Gwinnett Chambers Moxie Awards. She also noted members from the Aurora Theatre that are also nominated for the Moxie Awards. Council Member Marlene Taylor-Crawford reiterated the importance of tenants understanding their lease and the legal issues associated with it and that she would be available to discuss those items with anyone that needs help. Council Member Austin Thompson wanted to let minority business owners know that the City is here to help new African American business owners understand what is needed to start and operate their business. Mayor Still wrapped up the recognition of Anthony Rodriquez by telling everyone to go out and see Mary Poppins at the Aurora. He then read from the slides for upcoming events in Lawrenceville. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. There was no one that signed up for public comment. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. City Attorney Lee Thompson read the Consent Agenda into record. Motion to accept the Consent Agenda made by Council Member Jones, Seconded by Mayor Pro Tem Martin. Intergovernmental Agreement with the Downtown Development Authority of Lawrenceville (DDA) to transfer property identified as 190 Oak Street for redevelopment purposes 14. Approval of Residency Incentive Resolution 15. Amendment to Chapter 36, Section 36-7 for Speed Zone Ordinance Public Hearing New Business Discussion will be limited to 7 minutes per side including rebuttal. Discussions on Zoning issues will be limited to 10 minutes per side including rebuttal. Questions and answers from Council Members will not infringe on the time limit. 16. RZC2022-00041; Iesha Martin; 1395 Five Forks Trickum Road Planning and Development Director Todd Hargrave presented this item. The applicant Mr. Hung Y was present to provide information and answer questions from Council. The Mayor opened the public hearing and seeing and hearing no one come forward the public hearing was closed. Motion to approve RZC2022-00041 with staff conditions made by Council Member Jones, Seconded by Mayor Pro Tem Martin. SUP2022-00070; TOPFA c/o Battle Law, P.C.; Northeast intersection of Lyle Circle and Park Access Drive Planning and Development Director Todd Hargrave presented this item. The applicant Josh Mahoney was present to provide information and answer questions from Council. The Mayor opened the public hearing and seeing and hearing no one come forward the public hearing was closed. Motion to approve SUP2022-00070 with conditions sent by Planning and Development today made by Mayor Pro Tem Martin, Seconded by Council Member Thompson.
